One of the most Important prob
lems before the people of Oregon at
this particular time is to anticipate!
tho effects of the opening of the Pan
ama Canal and to secure the best pos
sible results from tho standpoint of
immigration.
Oregon is one of the most sparsely
populated states In the 1'nioa and has
more good lands still to he occupied
and made to produce wealth than any
oilier stale. Whereas New York and
Pennsylvania combined have less area
than our stale, they outstrip ns in
point of numbers by twenty-five to
one. Their lands ure no longer for
tllo ns ours, and tho average of waste
land Is fully as great as that of Ore
gon. Thcso facts must make it ap
parent to the most casual observer
that Oregon's greatest need Is more
people.
If we are to judge by the experience
of Atlantic Coast States, the direct
steamship communication which will
follow tho opening of tho Canal will
bring to tills Coast immigrants by tbe
tens of thousands, it is also tho ex
perience of tho eastern slates that a
large percentage of those is not of
the most desirable class. Too many
of them flock to the already congested
sections, nor are they competent t-. en
on to land ami become producers. Wo
do not want our western cities over
run with more undesirables. We do
want, our vast areas of vacant hums
Settled with thrifty producers.
It is therefore believed thai in or
der to discourage the less desiraelo
immigration and to encoiiiai;e ih.it
which is needed, a campaign of edu
cation should be started at once bv
our state among tho belter class of
ICuropeaiis who can be induced to
come here, and not only iniprivc their
own condition, but become developers
of our latent resources and producers
of wealth for themselves and the i i-
monvvoalth. In order to do this and
compete successfully with other pans
of the world such as South American
countries, South Africa and Asiatic re-
