More sensa tional charges were heard here today at the Investigation of the State In dustrial Institute for the Wind, in Oakland, the most startling being thut Superintendent Sanders had boasted openly that he had the investigation all fixed;' that he would remain in as superintendent, and that at the con clusion of the probe he would compel all inmates to work or leave the in stitution. Further charges of neglect on the part of House Physician II. N. How ell alo were made. Died Like Dugs. Thomas George, a blind broom mak er, was the most Important witness of the day. He testified that Superin tendent Sander told on December 10, the day the board of directors met, that he had the Investigation fixed, that his position was secure, and that every Inmate of the Institute would have to work (r leave. Old men, George further testified, were left to "die like stray dogs in a shed,' citing the case of John Wickers and Dan Aherna, who, he said, died without any medical attention. At the conclusion of his testimony George nppealed to the investigating commlteo to see that conditions in tho Institute were im proved. Heat When "Xeoessnry." Patrick Hoban testified that last winter the old men's dormitory was not heated at night, and In the day time only when the legislative com mittee was making its inspection. I Io ban told the committee that he was compelled to operate a highly danger ous machine, and was given no chance to learn broom making. The machine he operated was Bpeeded to 900 revolu tions a minute. For this work he re ceived 30 cents a day. Blanket I'muishcd. Hoban declared that the blankets on his bed had not been washed In eight years; that Dr. Rowell's visits were exceedingly brief, and that upon one occasion he visited the institute while In nn Intoxicated condition, using vile language, which the witness refused to repeat because of the presence of women In the committee ronm. He claimed that he was sick In lied last week, but had to go outside for med ical attention, which, he said, was the case with many other inmates. For Visitors Only. Frank King, 22 years an Inmate, told of the neglect of Patrick Powers, !who died. He testified that Powers 'was not washed, and was otherwise neglected. The food, he said, had been bad, but the bread suddenly Im proved last Saturday. "The heat," King testified, "was not turned on until last Monday, when the Investigation began." J no Domlero, whose charges started the investigation, made a statement to the committee to the effect that poli tics had nothing to do with the probe, but that it was started for the good of the helpless blind.
