The plan Is to establish counting boards, who shall begin their work in ach precinct as soon as 50 ballots liave been cast, and to oontlnue the counting with each succeeding 50 bal lots. By this means most ot the votes will bo counted by the time the polls are closed. It Is realized that much of the de lay Is caused by the ponderousness of the ballot, and the fact that the board Is tired with a long day's work when It begins the counting, which would, undor the proposed plan, be completed all but 50 votes at the most when the polls closed. Are After Express Companies WELLS FARGO DECLARE MONTHLY DIVIDENDS EQUAL TO THE VAL UE OF ITS ENTIRE PROPERTY MAKING YEARLY li!(M FEU CENT. UNITED TRESS LEASED Willi. San Francisco, Nov. 8 A rocently declared stock dividend of $3,000,000 In California on property valued at about $1,000,000, df which approxi mately $700,000 only is operative, and a gross monthly Income during Juno and July of this year of about $714,000 state and Interstate, which Just equals the valuation of the operative proper ty In this state, are facts pointing to the enormous revenue of the Wells Fargo Express company. The figures are pnrt of the data in the hands of the state rullroad com mission which Is conducting today a searching investigation into the en titre express situation and hearing complaints of alleged discrimination In rates, While the tariff schedule In Califor nia calls for charges practically dou ble those In many eastern states the Wells Fargo company retains 55 per cent of the gross revenues dorlved, paying 40 per cent to the southern Pa cific railroad, according to the testi mony submitted. C. R. Graham, trafilo manager of tha company, testllled totdny that the con tact at present existing between the Wells Furgo company and the South ern Pacific Included n payment of $3, 000,000 in Blocks and cash to the rall rcnd company during a period of about 20 years In addition to tho 40 per cent of the gross receipts.
