CITY OF SALEM, OREGON.
Pursuant to the provisions of Sec
tion 8 of Ordlnnnce No. 818, I, Chan.
F. Elgin, the Recorder of the City of
Salom, Oregon, hereby publish tho full
full toxt and ballot title and numbers
of two moasures proposed by Initiative
petition for submission to the electors
of the City of Balem, Oregon, to be
voted on at the regular city election
to be held In said city on the 2d day
of December, 1912.

For an ordinance providing for an
amendment to Section 52 of Mie Char
ter of the City of Salom, Marlon
County, State of Oregon, to be sub
mitted to the legal votorg of said City
of Salem for tholr approval or rejec
tion at the regular city election to be
held on the 2d day of December, A. D.
1912.
Ha It ordained by the People of the
City of Salom, State of Oregon:
Section 1. That Section fi2 of the
Charter of the- City of Salem, Marlon
County, Oregon, shall be and hereby
is amended by striking out the original
Section Number 52 and Inserting In
lieu thereof the following:
"Section 62. (a) The City Council
hall have power to build, construct
and lay down all necessary sewers and
drains within the llmltg of the City of
Salem, and to such point or points
beyond as may be necessary for the
purpose of carrying the sewage and
drainage from said city to a safe and
convenient point of discharge, and In
the construction of any sewer or drain
the city shall have the right to use
and divert from their natural courses
any alid all creeks or streams run
ning through the city, and cause the
same to flow Into and through such
sewers and drains for the purpose of
cleansing and flushing the same.
(b) In the construction, building and
laying of any and all sowers and
draliiB the City Council shall by ordln
mien duly declare nnd outline the dis
trict and portions of the city to be
served by such proposed sewer or
drain, nnd tho estimated cost thereof,
and shall thereupon submit to the
qualified voters of snld city nt a reg
ular or special election hold for such
purpose, tho question as to whether or
not snld sewer or drain shall bo built
and constructed, and In case any such
newer or drain shall hereafter bo built
and rnnstrucled and for any reason
tho regularity nnd legality thereof lie
questioned, nnd tho courts bIiiiII deter-'
mlno tho Issue In favor of those claim
ing such Irregularity, tho Council shall
liy such ordinance duly declnre nnd
out line tho dint riot wherein such Irreg
ularity Ih claimed, and shall submit to
tho qualified voters of said city tho
question as to whether or not the
building of the same shall be ratified
nnd confirmed and the cost thereof

Its discretion at the snme election may
submit the question of Issuing bonds
to provide funds therefor.
(c) All sowers and drains horotofore
laid and constructed by the City of
Salom, whothor by special assessment
or otherwise, particularly those known
and described as the North Salem
Sower, tho South Salom Sewer, the ex
tension of the Marlon Street Sower,
and the Union Street Sewer, and such
sewage nnd drainage systonis as may
hereafter from time to time be con
structed, are hereby declared to bo
municipal necessities nnd a benefit
nnd Improvement to the city at largo
and to each and every Individual piece
of property theroln, and the laying and
constructing thereof Is hereby ratified
and confirmed, and tho total cost of
the snnio Ib hereby nssumed by snld
city as a debt and charge against the
city, to ho paid by assessment upon
the property subject to taxation within
the City of Salem: provided that this

for the issuance of bonds or warrants
for the paymont of sewers and drains

funding of outstanding bonds or war
rantg Issued by the city for such pur
pose, and for the repayment of any
and all special assessments levied on
said account, the City Council Bhall
procoed to Issue and sell said boiidi
as provided by law, and as may be
hereafter provided by ordinance, and
from the funds derived from the sale
thereof shall repay to all property
owners who have heretofore paid Into
the city treasury by themselves or
tholr grantors such sum or sums as
may have been from time to time
paid by themselves or tholr grant
ors on account of the special
assessments levied against tiny
property to which said person holds
tho record title at the date of the
adoption of this amendment, for the
construction of sowers or drains; the
romnlndor of such funds to be applied
to the payment or ro-fundlng of any
bonds, warrants, notes or other evi
dence of indebtedness outstanding
against the City of Salem on account
of the construction of any of the sew'
erg and drains mentioned In sub-sec
Hon (c).
(f) The City Council of the City of
Salom shall provide the manner of
submitting to the people all questions
to be voted upon at any elections
which may be held under the provls
long of this section, and the manner
of the canvassing of the votes cast at
such election, and declaring the
result thereof, and the city attorney
shall prepare the form of ballot to
be used at any such election; not
more than a majority of all votes cast
upon any proposition submitted to the
licople of the City of Salom ,as provid
ed In this section, shall be required
for the adoption of the same.
(g) All powers herein enumerated
as accruing to the City Council are
reserved as well to the people of the
City of Salem, and may be exercised,
directed or controlled by the said peo
ple of the City of Salem by and
through the oKratlon of the Initia
tive and referendum laws."

Section 1. That for the purpose of
paying the Indebtedness horetofore In
curred In the construction of the North
Salom Sower, the South Salem Sewer,
the Union Street Sewer, and the ex
tension of the Marlon Street Sewer, the
building and construction of which Is
by the people of the City of Snlom, Or.
egon, confirmed and ratified, and the
Indebtedness thereof nssumed, and of
refunding to the property owners all
moneys which have been paid by them
or their grantors toward the construc
tion of each of snld sewers, nnd to pay
off nnd cancel all liens against private
property Incurred by the construction
of Bald sewers, there shall be Issued
nnd sold bonds of the City of Salem,
Oregon, aggregating the Bum of $SS0,
000.00, running from one to twenty
years, $19,000.00 of which said bonds
Bhall be paid annually; said bonds
shall hear Interest at the rate of 6
per centum per annum, payable annu
ally. Section 2. That the bonds Issued
under the provisions of this ordinance
shall be paid In gold coin of the United
States, nnd shall be Issued In denom
inations of not less than $30.00 and
not greater than $1000.00, and shall be
Issued and sold according to the meth
od prescribed by law.
Section S. That the Common Coun
cil of the City of Salem, Oregon, Is
hereby empowered and directed to levy
In addition to the amount necessary
each and every year, for the mainten
ance and operation of the several de
partments of the city government of
the City of Salem, Oregon, at the time
provided by Charter of the City of
Salem for fixing of the annual tax
levy for said city, an additional as
sessment each year from and after the
Issuance and salo of snld bonds, for
the purpose cf paying one-twentieth
of the principal of said bonds, and the
annual accrued Interest thereon; and
thore shall be collected by assessment
as herein provided, and paid on the
principal and Interest on said bonds,
during each and every year until tho
full amount thereof Is paid and satis
fied, the following amounts per an

heretofore paid Into the city treasury,
by themselves or their grantors, such
sum or sums ns may have been from

grantors on account of special assess
ments' levied for the construction of
any of said sowers or drains.
Section 5. That out of the moneys
derived from the sale of said bonds,
there shall also be paid of, discharged
and cancelled all bonds and liens here
tofore created by virtue of special as
sessments levied against private prop
erty and each and all person or per
sons for the construction of any of
snld sewers or drains provided for by
Ordinances Nos. 834, 877, 821, 876, 950,
and 828, passed and adopted by the
Common Council of the City of Salem,
Oregon, and thereafter all of the pri
vate property affected by the construc
tion of the said North Salem Sewer.
the South Salem Sewer, the Union
Street Sewer, and the extension of the
Marlon Street Sewer, shall be free
from any and all lions or Incumbrances
created by ronson of the construction
of snld sewers, and the City Recorder
la hereby authorized and directed to

Section 6. That the City Attorney
of the City of Salem, Oregon, Is hereby
directed to prepare the form of the
bonds herein provided, and, when so

of the City of Salem, Oregon, thereto.
The City Council of the City of Salem,
Oregon, Is authorized and directed to
do and perform any and all acts nec
essary to carry Into effect the provis
ions of this ordinance.

were attending the concert of a youth
ful prodigy, Paloma Schiass, and
while there little Olga was seized with
the desire to become a great artiste.
She told her father about, it; the mat
ter was discussed at home, and It was
then decided by the parents that ev-
erythlng which would help toward an

little girl was made to understand that
piano plnylng wns a very serious un
dertaking, and only to lie mastered
by many years of the most earnest ap
plication. Since that time the early
morning hours have been set aside for
piano practice, to when she has do-
voted four hours dally, mnkng 18,000
hours practice. She wnB taken from
the public schools on this account,
nnd, barring two years Bpeclal work
ns a day pupil In a girls' school, Miss
Stceb has always had private tutors
to guide her studios. In addition to
her practice, her father has devoted
from one to two hours each day to
general musical Instruction, and to
looking after the phrasing and Inter
pretation of the workB In hand. He
also attended every piano lesson that
MIsb Olga had, while there taking par
ticular notice of her Instructions nnd
later seeing to It that the child did
exactly as she was told. The little
girl was always a most faithful work
er, and, Instead of having to compel
her to practice, It was necessary to
lock the piano when the time was up,
to keep her away from the instrument
However, Bhe would never practice on
Sunday, always reserving this day for
Sabbath school and a walk in the
woods with her father and sisters, to
whom she Is very devoted.
MIsb Steeb, at the age of 19, had a
memorized repertoire of 1100 standard
compositions, the greatest of any
known musician, any one of which
she Is able to play In concert on two
hours' notice.
llss Steeb will be heard at the ar
mory on Friday night, September 27,
having been engaged as the special
extra attraction for the series of en
tertainments which will be given In
Salem by Dr. H. C. Epley.

IS PENSIONED
BY THE COMPANY
Thirty-two years of honorable ser
vice with the Southern Pacific Com
pany In Oregon, Is the record of James
Skelly, section boss of the Lebanon
branch, who will be retired under the
pension rules of the company shortly.
Skelloy not only has a record for hon
orable service, but In all of those
years he has never missed a single
day's work. He went to work for the
Southern Pacific known at the time
as the Oregon : California In Sep
tember, 1880,
Shortly after taking employment he
was given charge of the Lebanon and
Albany branch, and he has been the
first and only section boss on that
branch. Skelly has saved a sufficient
sum to enable him to purchase a 100
acre farm two miles west of Lebanon,
and will begin the life of a farmer as
soon as the pension board authorizes
his pension.
The pension Bystem of the Southern
Pacific Company Is absolutely volun
tary. Employes are not required to
contribute to any fund. When they
reach the age of 70 or have been In
capacitated for work after an honor
able service, they are retired with a
pension. On August 31, 1912, there
were 508 pensioners on the rolls of
this railroad. These men and women
are from all departments. Some are
officials and many are from the main
tenance of way department. Since the
establishment of the pension depart
ment, In September, 1903, the South
ern Pacific hes disbursed $1,083,822
In pensions.
