' Notice Is hereby given that the com mon council of the city of Salem, Ore gon, deems and considers It necessary and expedient and proposes to con struct a trunk line sanitary sewer as an extension of what Is commonly known as the South Salem sewer sys tem through portions of Depot addi tion and Oak Lodge addition to Salem, Oregon, and certain acreage tracts ly ing south of the county road leading from Salem, Oregon, to Turner, Ore gon. Said trunk line sanitary sewer ex tension shall be known and designat ed as "Sub-trunk Sewer A," and the cost of constructing the same, togeth er with 5 per cent of tho cost added for engineering and other Incidental expenses, shall be assessed on the property directly benefitted by the construction of said Sub-trunk Sewer A, the boundaries of which said prop erty Is included within the boundaries and limits described as follows, to- wit:' ' : ! Louis Pot ter, one of the foremost sculptors In the United States, died this morning In an apartment house'-hore. Ho had been in Seattle but a Bhort time, hav ing stopped off for a short visit on an extended tour of the country. Potter was a native of New York, and was 39 years old. He made a specialty of groups of Alaskan and American Indians. He had made busts of many of the prom inent men of the country, and de signed the Horace Wells memorial in Hartford, Conn. He Exhibited In the Paris Billon In 1899 mill at the Parlg exposition In 1900. He" was decorated by the Bey of Tunis In 1900. It Is understood thnt Potter died while undergoing treatment at the hands of a Chinese doctor for a skin disease. His body showed the effects of some disease of the skin ,and on hiB stomach wna a mark about three Inches In diameter which hnd evi dently been made by some acid or caustic. 'The present Democratic congress has an old-fashioned idea of govern ment. They supposed Its benefits and protection wore to be distributed, and passed the farmers' free list bill, but such changes did not comport with tho plans of the trustee, and Presi dent Taft vetoed the bill. "I daresay he was right, from his standpoint, for he represents the trustees, not the people. The trustees represent also the big bankers, and no Republican administration has at tempted to serve the farmer as he ought to be served. Owing to an Injury which he believes was sus tained during his battle with Cham pion Ad Wolgast. Willie Ritchie, who was scheduled to meet One-Round Ho gan here on Admission day, has been forced to call off the bout An X-ray examination of the Injured wrist was made today, showing the ligaments were torn and a small bone chipped. During his training here for the fight with Hogan, Ritchie suffered sharp pains whenever he struck a blow with the Injured member. Phy sicians advised against Ritchie enter- 'ng the ring on Admission day, and the bout was cancelled. This Is the second scheduled fight between the two lightweights thnt has been called off.
