At the moment the outlook for a much Ufger agricultural product In both quality and values than the country has ever experienced. A big wheat crop, fine In weight and quality, has already been harvested and Is bring ing good prices. The biggest corn crop on record will soon begin to be garnered. This crop has already over come its uacKwaranesB and is now normal as to time. In another week or two cutting will become more gen- oral and If frost Is only escaped in the corn belt until the usual date, which Is about October 1, the biggest crop on record will then be practically safe. Some enthusiastic estimates are run ning as high as 3,000,000,000 bushels. The only important crop concerning which there Is real uncertainty Is cot ton. Present expectations are for a 14,000,000-bale yield or over, but an other three or four weeks of good weather Is necessary to bring these results. As August Is usually a month of deterioration in cotton, It would be well to hold extreme optimism some what in reserve. It Is alroady an old story that we have secured big crops of hay, oats, fruit, etc. Nothing Bhort of disastrous weather, therefore, can now prevent a year of record-breaking prosperity for the American farmer. This means a powerful stimulus to many lines of industry. The corn crop by Itself lg of incalculable value, be cause of the many directions in which It is utilized as food or for manufac- turing purposes. Cotton, too, Is one of the vital elements In our national prosperity; being one of our main stays in the export trade, as well as a ruling factor In our textile Industries. These two great crops will not only vitalize many Industrial pursuits, but will also enable our farmers to be lib' eral buyers of both luxuries and nec essities during the coming winter. "Local merchants throughout the northwest are confident of good busi ness this autumn. The leading bank ers In that section are also exceeding ly optimistic. Railroad managers throughout the northwest are strain ing every effort to avoid a congestion of traffic when the crops begin to move. Reports of an impending car famine are coming from all directions and can only be averted by shippers promptly co-operating with the rail roads In avoiding such conditions. One of the most beneficial effects of a big harvest would be Its tendency to re duce the cost of living. Pood, the prln- clpal Item In the cost of living to tho masses, will certainly bo cheaper at first hands; and If there Is not a sub stantial decline In the prices of bread stuffs and meats next winter It will not be the fault of the American farm' er. The blame, If any, will be more likely to fall upon the distributer, JUDGE HOLDS LICENSE MUST BE PROCURED Holding that Section 229 of the laws of 1909 is constitutional and that the interstate commerce act does not ap fly to the business done by the Spauld Ing Manufacturing Co., Judge William Galloway, of Department No. 2 of the circuit court today rendered a decis ion In which the temporary Injunction recently issued against the district at torney and his deputies In Polk and Yamhill, restraining them from prose cuting said company, was dissolved. In the decision it Is pointed out that the business done by the SpaulUIng company being the sale of vehicles, does not come under tho clause In the Interstate commerce act covering "un broken packages" and for that reason and on account of the further fact that vehicles are sold from a catalogue and from sample, the act Is not applicable. This case was filed some time ago hecaiiRe Borne of the agents of the plaintiff company, had been arrested lot violation of the peddler's act, and that habeas corpus proceedings were Instituted to release them from the custody of the officers; and for the further reason that other agents were threatened with arrest and warned not to continue business unless a license was procured. In Multnomah county one John Mar tin, an agent of the company, was ar rested May 20, 1912, for failure to pro- cure the necessary license, while In the counties of Jackson and Josephine threats of arrest had been made against the agents of the company un less a license was obtained. The contention of the buggy com pany was that Section 229 of the Ore gon laws of 1909 were contrary to Ar ticle I, Section 8 and Article IV, Sec ! SENATORS NOT AT ALL AFRAID OFWOODBURII Manager Ray Baker takes exception to the statement by the management of the Woodburn baseball team that he is afraid to meet the aggregation from the northern city. The only question that entered into the matter was the question of finance. The Sa lem team has been playing a losing game almost all season and to bring a team like that of Woodburn here for three games to lose money again, Is not the kind of management Baker is putting up. In the negotiations Mr. Baker Insisted on such a percentage of the gate receipts as he thought would pay tho expenses of the game, and when the Woodburn manager would not consent to this, the games were called off. The team from there may be a strong one, but It certainly has not made any record so far this season, and to close up a series of games with a team of little or no repu tation would not bring out any crowd. In order to pluy baseball there must be a crowd as the expenses are heavy. Mr. Baker has been going behind fin ancially In almost every game this season, and he is of the opinion that a gamo of this kind would be of little interest In general and then, too, on account of the lateness of the season Interest In baseball Is on the decrease.
