FRAMGIIISE Giving as his reason that If the pres ent franchise granted the Portland, Eugene & Eastern Railroad company, by the council, was enacted into law that it wod destroy Twelfth street as a thoroughfare, Mayor Lachmund last night vetoed it, and his veto was sustained by a vote of the council. After the mayor's message, giving his reasons for vetoing the franchise, had been read, Alderman Rlgdon gained the floor and declared that the mayor was correct In his position, and that he hoped the council would sus tain him. He further declared that other defects had been discovered, among them, a dangerous condition of affairs which would be produced , on Front street, where the Oregon Elec tric also holds a franchise. With the view of correcting all these defective features members of the council, together with attorneys rep resenting the railroad company, will at once draft a new franchise, and sub mit It as early as possible. As the company contemplates many improve ments, and desires to have them com pleted by fair time, the work of re drafting the document will be rushed. 8hetectt(ciHiieff! Believing that the Initiative law should be so amended that a minority cannot pass an Initiative measure, the Majority Rule League, of Portland, waging a Btrenuous campaign in. be half of a bill along that line, and which will come before the voters this fall. tJnder the present law If an Initia tive measure secures a majority of all the votes cast on It, then It becomes law, and because of this condition the judicial amendment was passed at the last election though there were but 44,000 votes out of the 121,000 votes cast at the election In its favor. The league proposes to so amend the Initiative law that no measure Ini tiated can become a law unless a ma jority of all the votes cast at the elec tion at which it Is Initiated is In Its favor. Under the present system If a voter falls to vote against a measure he virtually votes In favor of It, but with this amendment It will be Incum bent upon those advocating the meas ure to secure a majority of all the votes cast at the election,, and the fact that a person does not vote ona way or the other on' the measure will not op erate to their benefit. He was followed by Dr. J. 0. Van Winkle, health officer for this county, who took for his subject "Consump tion In Rural Districts." During the course of his. remarks he touched up' on the Bubject of altitude as a cure for the dread disease- and recom mended that a change from a low to a wy high altitude bo not taken as the change might be too sudden, and the result'be fatal to the patient. Dr. H. J. Clements closed the pro gram with a splendid address on the subject. "Other Forms of Tuberculo sis Than Pulmonary.'1 MEASURE IS DRASTIC AND REVOLUTIONARY THIS IS WHAT THE MARION COUN. Sev eral reels are shown in which the op erations of those who participate in dealing In the lives of young girls for profit, showing how the different steps In their degradation follow naturally one after the other. Tho lives of two girls are shown from the time they lt.ft the parental home In answer to an advertisement for a traveling com panion in a foreign country through all the dives and dens'of Iniquity and vice until they are again restored to the family flrelde. Contrary to the ccneral muresslon a good deal of foi ce and brutality is practiced by tho nefarious men and women In the prac tice of their awful deeds, even to the extent of kidnaping young girls and cruelly beating and otherwise nils- treating them. All of this is shown very vividly In the pictures. Mr. Mar tin explained and guaranteed that the pictures showing these dens of Inlqul ty and degradation were taken from the real llfo and that they still exist In the large cities. Ho said that they were not taken from books nor were they the product of the conception of the mind, but taken from real life. The different steit necessary to lead a young girl from a life of virtue and honor to one of degradation and sin are shown to bo so gradual and cer lain that while the victim Is being led away from the path of virtue It would not bo posslblo for her to realize her downfall until too late. The real merit of the pictures shown and the value of the explana tion were detracted from somewhat by the fact that his voice as well as his manner of delivery were not good, but the large and appreciative audi ence lost sight of Uile defect and seemed to think only of the horrible scenes depleted by the motion pic tures and thofle shown from slide. The pictures came from the Baker TO HELP NATURE SllED A BAB COMPLEXION (From The Family Physician.) Beauty devotees are enthusiastic over the beautifying qualities of mcr collzed wax. Perhaps nothing dlscoV' cred within recent years accomplishes so much so quickly, without harm without detaining one Indoors, and at such small expense. Tho principal reason for Its wondorful merit la that It works In harmony with physlloglcal laws. Inntead of hiding, or "curing" complexion defects, It removes them The wax actually takes off tho aged, faded, sallow or blotchy cuticle, gent ly, gradually, causing no Inconveni ence. It Is Nature b way or renewing complexions. When the natural pro cess Is retarded because of deficient circulation or nerVe tone, mercollzed wax comes to the rescue and hastens the skin shedding. The new complex ion which appears is a natural one, yputhlul, healthy, equUltely beautiful. If you've never tried mercollzed wax, get an ounce of It at the drug store, use at night like cold cream, washing It off In the morning. . Another natural beautifying treat mentfor wrinkled, flabby skin Is to bathe the face In a lotion made by dis solving an ounce of saxollte In a half pint witch hazel. This Is remarkably effective.
