Editor Journal; Why do contractors oppose day la bor In regard to all public work and large buildings? Did you ever Btop to consider the per cent profit that Is al ways figured by the contractor above his actual days' wages, for there Is no one that employs help but that ex pects to make a little extra on each laborer. This per cent Is small when one looks to ono man, but when one considers several workmen on a Job it amounts to considerable, as the profit is from tweaty-flve cents a day to two dollars and fifty cents, ac cording to the class of mechanic. Who are the contractors? Are they the men who have served from three to four years' apprenticeship along each line of work and mastered It? Workmen who have labored day after (lay at small wages trying to earn enough for the maintenance of a home? No, It Is not the quullfied me chanic, It Is the man with the money; men who have never attempted to do a day's work of physical lubor; men who do not need to work. They liave the money to handle the Job, pay the amount of the doposlt which Is re quired to show good faith In complet ing the contract and pay the dully la bor which rangos from one hundred to five hundred dollars and often more. Of course, It Is true there are Borne advantages with a contract. Aftor It Is turned over to the contractor there Is no running around looking after various incidentals that must be look ed after at a moment's notice. But Just stop to think the price paid for this. You could well afford to do It yourself. There Is the employing and discharging help and keeping the pay roll that the contractor attends to, besides the buying to advantage of all material. While on the other hand a building could bo completed much better for the same price of a contract. One should employ a Bkllled mechanic along each line of work, to Hike charge and look after It, and save tho profit of the day lubor for better work manship or material for It Is true, if you cannot trust a man to do on hon est day's work, you cannot tnmt him on a contract. For the saying Is true, "There are tricks In all trades but mine." There Is no one couiMtent to Judge another class of work than what he knows about It would be folly for one to enter a store and toll the mer chant one quality of goods is better than another unlcws he had experience along that lino. So it Is with bul'dlng. Are you competent to Judge first, sec ond and third grade lumber after a building is completed, or can you toll If tho brick Is laid with a buttered Joint or spreud Joint, or can you tell the thickness of plaster If It Is one rtghth. of an Inch or half an Inch. I dare soy If you can, you are an excep tion. So you Bee there Is no dungcr of a contractor losing money. Ho has all the advantages. If you employ an Inspector to look after the varloua trades, why not have him lake charge and give the laborers a square deal. Besides, an Inspector cannot bo every place at once. We have here In our city a lurgn amount of building, but It Is contract work and what advantage to local la bor The supreme court building Is a stuto Institution and by rights should be built by the taxpayers of tho stato. The ' city library, although donated, the local lubor has the advantages of the free books to read and should muke use of them more than they do, but this Is about the amount of the money left here for the construction. We have two new school buildings l elng completed, but the greater am ount of help Is Imported to do It while the local help pays for It. As I was nt (lie Illglilnnl school the other day there were six plasterers working and only ono a local man and there are enough Idle plasterers living In that diHtrlct alone to do the work, although they won't even get the chance lo work out their share of the taxes In payment of the school. . It Is the same with the city's pride, the Masonic temple. How much local help Is there. There were six plaster ers working on the fourth floor with no local man the other dey. While many of the good brothers harp about the parcels pout and sending to John Smith or 8irt, Roebuck Co.for mcr chandlse, they Import the labor to do their work and leave the home help Idle. It seems to me they could af ford to pay ten per cent more to keep the money here so that It would come back to them and possibly make from 25 per cent to B0 per cent profit on their wares they have for salo, than to have tho stranger come and take It out of their reach. Who Is the gainer and who profits by contract work? Is It the builder? No. Vcu pay for everything you get Is It the local help? No. The contractor has his picked men and tries to keep them. Is It the merchant? No, for the large contractor Is the man with money and lives In the largest places so that he comes In touch with more work and aftor his work la completed he returns home.
