New York, July 8. A call to the people of the United States who are In sympathy with the national "pro gressive movement" to send dele gates to a national convention to open August 5 in Chicago, was given out Sunday by United States Senator Dixon, of Montana Theodore Roose velt's campaign manager. The call Is signed by members of the commit tee chosen at a meeting held In Chi cago and also bears signatures of Roosevelt followers In 40 states. "The territories have no place In a national convention and will not be considered," said Senator Dixon, In commenting upon the signatures. "As for the missing eight states, the most of them probably will send delegates, although they have not taken part In the call. Maine, for Instance, post loned any definite action because there now Is a strong fight on in the primaries, with the sympathy run ning In favor of the progressive n.ovoment. Delaware, North Caro lina, Arkansas and Nevada probably will take part In the convention. Mississippi and South Carolina pos sibly may be unrepresented." Slates lo Mitko Own Rules. 'The call laysdown no rules as to the methods of choosing delegates, since each Btate will be expected to select Its delegates by Its own para phernalia. Tho representation will be cut down Just one-half of the pre vious conventions, which was deemed advisable since this convention is to be notably a deliberative body, and will certainly bo composed of a class of men altogether different from those who usually attend conven tions. "In all irrobublllty the convention will adopt the name 'National Pro gressive' for the new party but I cannot si.y definitely what will be done. Thus far no Issues have been authoritatively stated, and of course the platform Itself will have to be decided upon by the delegates." Tho text of the call Is: "To the people of the United States without regard to past differences, who, through repeated betrayals, re alize that today the- power of the ciooked political bosses and of the privileged classes behind them is so utiong in the two old party organlz ntloiis that no help In the real In terests of our country can come out of either. The charter provides that prefer ence be given bona fide citizens in public work, such as construction of streets, sewers or public buildings, and railroad traction, lines having franchises from the city, etc. . The charter provision In Salem has been a dead letter for some time. E. Hofer addressed an assembly of resident laboring men on the street a short time ago, which' resulted In a strong resolution being presented to the mayor and city attorney, asking that the charter provision be en forced. This charter provision should not only be enforced In Salem, but the plrlt should be carried to every town and community In the country. Home laboring men are entitled to the preference In home work. They are home people. They help to pay the expenses of city government, home protection and home privileges. They patronize home merchants, home In stitutions and Industries. They are a part of the supporting pillars of our prosperity and business existence. Even if outsiders offer to work for a few cents less, Is It proper to hire them, and allow home merchants to be idle? Is It good business?
