CIAL SESS10X TOXIGHT TO COX SIDER REPORT OF COMMITTEE OX PURCHASE OF WATER PLAXT A special meeting of the city council will be held this evening to consider the report of the special water com mittee, which has had the wattor of the purchasing by the city of the water plant, under consideration for the past few months. The speclul com mittee held a number of meetings In the wards of the city to determine the sentiments regarding the method of purchase, with the report that the committee will make a report favoring purchase by arbitration. It Is known positively that some of the council will oppose thlB form of purchase. If the council adopts the resolution. which has beep prepared by Alderman Kigaon, immediate steps will be taken to start negotiations for the plant. A report Is out that some of the al dermen favor abandonment of any further attempts to make the purchase of the plant, but this cannot be veri fied. ; i y , i ; . Let the Farmer Control. I am glad to see philanthropists, business men, bankers and politi cians so Interested In promoting bet ter farming. But I don't want them to "farm the farmers'' says Herbert Myrlck, editor-ln-chlef of Farm and Home. It looks like we were going to have a new craze along this line. Certain Interests that have so long manipulated banking and currency to their own advantage are now suspi ciously solicitous for the poor farm er. They would like nothing better than to get control of the co-operative farm finance which I am trying to Introduce among our farmers, based upon the methods which have bfen so successful among the co operative land-mortgage banks nnd rural credit unions In Europe. Now, we all rejoice at the money, time and brains that are being given in aid of better farming and more practical education In school, on the farm nnd In the home, But the farm ers must control this thing. It must comp up from the farmer, Instead of being , carried down to.blpi. It. Is what you accomplish for yourself that benefits you, not what Is given yon. The North Dakota better farming association Is doing about right. It Is composed of both farmers, busi ness men nnd donors. It employs experts, who go to the farms of Its members and help them to farm It more scientifically. A bunch of New Jersey farmers do still better, by themselves puttlnK up the money to pay an expert. National, state and private aid Is needed to support the teaching force required to Instruct yenng and old In scientific manage ment of farm, market and home, but the efficiency of this effort will de pend upon the extent to which we or dinary folks take hold of It apply the better methods nnd run the organiza tion which administer!) them. OREGOil ELECTRIC SCHEDULES Two new limited electric trains are to be established on the Oregon Elec tric railway line with the onenhig of the now line to Albany. The schedule as announced shows that the run from Portland to Albany will be inado In two hours and 40 minutes and the return in two hours and 3C minutes. There will be five trains to Albany dally, arrangements having been made for the continuance of four of the present Salem trains on to the end of the line in addition to the new train. Ilouser chartered the British ship Calotte to load wheat at 37 shillings 6 pence. This charter, In view of the prevailing rates for Hteam vessels, is considered very reasonable and there can be no question but the rates will not be less than this during the pres ent season. The Oaigate Is at Santa Rosalia and will arrive In time to lake one of the first cargoes out of the port this year.
