Park er, of New York, as temporary chair man, and that a fight would be made against him. When the sub-committee of the national committee went Into session today Judge Parker was the favor ite with a majority of 50, In spite of tho fact that William J. Bryan waB quoted by National Committeeman Jcsephus Daniels, of Virgilnla as saying that Parkers selection would be "criminal folly." Theodore A. Bell, of California, Is being Insist ently boomed for permanent chair man. He Is a friend of Bryan. Aside from the opening of head quarters by the active candidates for the presidency Clark, Wilson, Har mon and Underwood and the activ ity of the press agents and' boomers, Baltimore will not take real Interest in the Democrats until the Republi cans at Chicago close. It Is conceded on all sides that the Democrats will be Influenced to largo extent by what happens at Chicago. All the managers for candidates here are making claims that are con sidered exaggerated, ' yet none of them comes within two or three hun dred votes of claiming the number necessary for nomination. The Clark people now declare the Mlssourlan will go into the convention with nearly 500 votes, while Wilson's man agers claim approximately 350 for him at this time with Underwood and Harmon claims of about 100 each. Discussion of the platform has hardly started, except that the con servatives appear to be organizing to oppose the endorsement of the Ini tiative and referendum and the re call planks said to be favored by Bryan. LAST DATE FOR FILIOG PETITIONS With July 4 the laBt date for fil ing petitions for the Initiation of measures rapidly approaching and with but two out of a vast number to be filed presented. Secretary of State Olcott expresses the fear that those Interested will delay until so late a time that he will not be able to check the names and permit cor rections, should any be necessary, In time for the refiling of the petitions. In Buch an event the title of the measure would not be put on the bal lot, t In addition to this the time for filing arguments In favor of meas ures expires this year before the time for filing petitions for the meas ures. The last date on which an ar gument In favor of a measure can be filed Is July 1,. and should those initiating measures wait until after that time to file the measure, they would find themselves confronted with the novel situation of not being able to file an argument In behalf of It. The time for filing the argument expires sooner this year than the tlem for filing the measures, because me law says that it shal lexplre on the first Monday of July. The reason for the delay In the presentation of the measures is largely due, It Is asserted, to the trouble circulators are finding In get ting signers. Many this year are ad verse to signing petitions, for the sake of putting them on the ballot, contending that the people are doing too much legislative work.
