ROOSEVELT'S PRE-CONVENTION SPEECH.
f ' The great speech delivered Monday night at the Chicago au
ditorium was really Roosevelt's nominating speech.
It placed him in nomination for president as against all the
crooked methods of machine politics of the past.
He showed that the national committee had reversed the
verdict of the people in the twenty Republican primary states.
That is, in the twenty northern Republican states where the
people had a direct vote, they declared for progress.
In those twenty northern Republican states that form the
backbone of the Republican party the voters repudiated Taft.
He sliowed that Taft was to be nominated by the delegates
from the southern states and stolen delegates from northern
BtcltCS.
The speech was the greatest utterance against the crookedness
of politics, as it has been practiced in the past, ever uttered.
It strikes a high note for cleaner and better methods and a
purer concept of public affairs and brands bossiRm and overrul
ing the expressed will of the people as a national crime against
popular government which the people must punish.
On this issue Roosevelt will be nominated, and there is only
one place for clean, decent and progressive citizens to take their
stand.
THE FIGHT ON THE
With its increasing circulation and popularity and growing in
fluence with the people, the corrupt elements in our public af
fairs are putting up a bitter fight against The Capital Journal.
Space has been hired in a local newspaper to vilify and
blacken the character of the owner and editor of The Capital
Journal, and he is asked to sue for libel if he does not like it.
In nearly twenty-five years that the editor of this paper has
lived in this community he has fought for good government and
for the best possible conditions morally and politically.
This work has been done without fear or favor, and has al
ways drawn the fire of the corrupt elements of all parties who
have in various ways tried to cripple and destroy The Capital
Journal. .
They have always failed, and always will fail when The Capi
tal Journal is right and has the support of the people, and it
has had that support in the past, and has it today, and is
stronger than ever.
The Capital Journal does not seek power for personal pur
poses, and has never used its power and influence for personal
gain or for the impoverishment or injury of persons or person
al interests.
It will continue to be that kind of a newspaper in spite of all
the detraction and abuse and false and libelous matter that can
be published in hired space in local or any other newspaper.
THE HOME LABOR ORDINANCE.
The city council passed, under suspension of the rules, and in
rapid-fire order, the home labor ordinance.
That ordinance was pnssed by unanimous vote of the coun
cil, which shows that they consider it just and right.
The amendment of the ordinance, which we have not seen,
may make it unacceptable to the laborers of the city.
The claim that contractors are also under bond to the city, i3
good, if it covers this proposition.
But the home labor amendment was on the books of the laws
of the city since last'Demember and was a dead letter.
The penalty of five hundred dollars for violation of this home
labor ordinance was struck out in the city council.
It may be necessary to restore that penalty to make the ordi
nance effective, and that matter is to be considered.
The ordinance as passed will be taken up by the labor organi
zations and investigated as to its legal strength.
The labor organizations had this ordinance drawn up by a
competent lawyer, who drew it up so it could be enforced.
( , LOOK OUT FOR THE TAX JOKERS. ,
The people are warned against the tax jokers that ,are con
tained in the taxation reform bills.
Twice in the past twenty years has the tax collecting ma
chines been worked for the interest of graft.
Once by a special session of the legislature was a blunder made
that stopped all collection of taxes.
Then the people were financed by the big Fortland banks and
every dollar of millions of warrants drew interest.
Again by a hold-up of the legislature was the whole expense
of state and county government carried on credit.
For two years the millions of state and county revenues drew
interest, and many of the warraants were discounted.
A new taxation system can be held up in the courts, and if
declared unconstitutional no levy can be made.
This is the danger.of the graduated land and corporation tax,
.advocated bv the single tnxers.
It looks like double and special taxation of interests that are
selected because they are "large."
Now the large interests can always get into the courts, state
and federal, and sometimes have their way.
When they do they slop all collection of taxes, and state, coun
ty and city and school districts run on tick for two years.
In the interim the big financiers lend the money to the state
and city and county and school districts, and reap a harvest.
Whether the tax reformer is working a graft of this kind and
is in the pay of the big Portland financiers or not is a ques
tion. 1

R. O. Donaldson was appointed
watchman for the bridge at a salary
of $90 a month. One third of this
will be paid by Polk county, one-third
by Marlon and the other third by the
city. His business will be to regu
late traffic and preserve the bridge
until such a time when the city and
the two counties will be In a position
to construct a new one.
The street committee will hold two
meetings during the week for the pur
pose of discussing Improvements on
Division and Fir streets. For the dis
cussion of the Improvement of the
first named street a meeting will be
held In the city hall Thursday even
lng ,and Friday evening a meeting
will be held In the same hall to dis
cuss Improvements on Fir street.
The mayor and recorder were au
thorized to sign a three-year lease for
a strip of land adjoining the city
hall belonging to Mrs. Ellen White.
The land Is necessary as an entrance
by the firemen to the city hall.
By a motion passed, the city sani
tary Inspector Is to be made hereaf
ter special police officer.
The health and police committee to
which was referred the matter with
relation to the bowling alley In the
Hotel Oregon building submitted Its
report It declared It a nuisance, and
recommends that it be put under the
vigilant eye of the chief of police un
til the present license expired, and
recommended that when It did that no
new license be granted. Those pre
ferring complaints against the bowl
ing alley charged that It was annoy
ing and disturbing the tenants of the
building by Its noise.
A petition asking for the Improve
ment of Cottage street between State
nnd Ferry was referred to the street
committee. A petition asking for the
Improvement of Oak street was grant
ed.
The request of the Cherry Fair
committee that It be given nil money
for licenses for concessions during
the fair was granted.
Gideon Stolz appeared before the
council and asked that the ctly be ap
propriately decorated during the G.
A. R. encampment, and a motion was
made and carried to use money be
longing to the mayor's funds to make
the decorations. Councilman Rlgdon
ana councilman White were made a
committee to make the decorations.
LABORING 'MEN
RESIDING HERE
Without a dissenting vote the city
council last night passed an ordi
nance prepared by the laboring men
of the city, which provides that ' nil
contracts for public works shall In
sert in their contracts a clause that
resident laboring men Bhall be given
preference over non-residents for
employment

changed Its phraseology so as to com
ply with the city charter on the sub
ject and also eliminated that provision
of It requiring that the contractor
should give a bond of $!i00 for the
faithful performance of the contract.
All contractors are now required to
give bonds, and the clause asking for
the additional bond would be con
strued as but surplusage, he declared.
The measure Is stringent so string
ent that, should resident laborers ap
ply to a contractor, who has In his
employ non-resident laborers, the
contractor would be compiled lo dis
charge them and hire the resident la
boring men.
Mayor Lachmund announced the ap
pointment of Dr. 11. L. Steeves to suc
ceed Mrs. A. N, Push on the library
board. Mrs. Hush's term expired the
first of the year, but she has been
holding since because of the failure of
the mayor to appoint a successor, The
council unanimously approved the ap

Chicago, June 18. Seated at one
tend of a private telephone wire in
his apartment on the top floor of the
Congress hotel, Colonel Roosevelt
will keep in touch with the progress
of events In the convention hall nnd
Issue orders to his lieutenants, ac
cording to his plans today. In order
to ensure secrecy, the wire will run
direct to the Coliseum, avoiding the
hotel switchboard.
Colonel Roosevelt did not leave his
conference rooms for bed until 2:30
a, m, today.
"Are you going to attend the con
vention?" he was nsked as he de
parted for bed.
"I don't know yet," he replied.
The former president today sent
for. Governor Hadley, of Missouri,
who will be his floor manager, for a
conference before the convention
opened In order to his final Instruc
tions for the fray. He also met his
other managers.
A report was current today that
Colonel Roosevelt has a delegate's
badge, to be used In case he should
decide to go to the convention.
