Said specllic taxes shall bo collected by the sheriff and tax col lector at the same time and In the same manner that other taxes are collected. On any total of assessed values to one person a Muni fraction less than one hundred dollars shall : be disregarded. The word person as used In this section Includes natural persons, partnerships and other as sociations for profit, estates, joint tenants, corporations and collective assessments to the heirs of deceased persons. "(d) Waters and water powers shall be assessed In the county where the .same are situated on the value per horse power of the water appro priated and the assessed values there of shall be listed by the county as sessor in the assessment rolls sep arately from the value of the lands and improvements In connection therewith. "(e) The assessed value of all per sonal property and Improvements on, in and under land In counties taxing such property shall be listed by the county assessor in the assessment rolls separately from 'the assessed values of the land. "(f) Every franchise of a public service corporation shall be aseesed and listed for taxation by the board of state tax commissioners, separate ly and apart from the assessed value of the property of the corporation. "(g) The board of state tax com missioners shall consist of the gov ernor, state treasurer and secretary of state. The governor Is responsi ble for enforcement of the tax and assessment laws and for that purpose he is authorized to employ neces sary assistance and to instruct and direct assessors and othetr public officers. "(h) Natural growths, deposits and other natural resources not ex presaly provided for herein, shnll be assessed as a part cf the land on, in or under which the same aro situ ated. The Single Tax Feature. "(1) The people of any county may at any time by a county law assess and tax personal property and Im provements on, In and under land in their county, but except as such prop erty may be assessed and taxed by and under such county laws, the same is exempt from taxation In Ore gon. Such local county law may be enacted, amended or repealed at any regular general election, or at a special election if such special elec tion Is demanded by 'nltlntive peti tion of not less than l per cent of the registered voters of the county. The county court shall give at least 60 days' notice of every Mich special eloctlon. "(J) The name public service cor poration within the manning of this section Includes every corporation which has a franchise from the state or any munllcpallty, or which In fact serves the public as a quasi pub lic corporation, or which, to enable It to serve the public, Is granted the right of eminent domain. "(1) If any person or corporation shall at any time in any manner transfer or convey any franchise or any land or other property to any trustee, agent or dummy with intent to evade or hinder the levy or col lection of any tax, said trustee, agent or dummy shall thereby become the owner of such franchise or property; provided, that if any person shall convey any land or Interest therein or any part thereof to any corpora tion for the purpose of evading any provision of this Bectbn, the same shall bo thereby forfeited to the state of Oregon for the benefit of the Irreducible school fund. "(in) Provisions of the constitu tion and laws In conflict herewith or with any part hereof, are hereby re pealed in so far as they conflict here with. This section Is self-executing. Total shipments for the season 1911-1912 were as follows: From Nova Scotia, 1,130.000 barrels From Canada 375,000 barrels From America 1,072,051 barrels Total 2,607,000 barrels Of the lot from America, probably 100,000 were pears, counted with the apple shipments. The total number of boxes shipped from America was 489,961, which were shipped to the following ports, namely: To Liverpool . 134,213 London 192,237 Glasgow 47,782 Hamburg. . 59,767 Various, 45,962, principally Scandina vian ports. A 14-Inch main will be laid along Mill street from the plant to Seventeenth street, a distance of over a mile. At this point It will connect with an 8-Inch main along Seventeenth street. At each of the cross streets, mains will be laid of four and six-inch pipe to Btipply the districts south and north of Mill street. The company now has a crew of men at work laying mains on Fourteenth street, which is to be paved as soon as the weather and the stage of work done by the water company will permit. This work would have been much farther along than it now is had it not been for the burning of the Iron works at Oswego.
