other Invasion of Lower California
like that headed for a time by Simon
Berthold In the recent revolution In
Mexico is planned for the near future,
Is the opinion of some local authori
ties who have received report of re
cent activity near the Mexican line.
In the last week several small par
ties of men have been soen marching
from San Diego toward Campo, which
Ib 60 miles east, near the Interna
tional boundary.'
All these men carried packs made
up In the same way, each long enough
to hold a rifle If taken apart They
are described as hard-looking men. In
all cases they have declined offers
t "HfU" In automobiles and wagons.
Berthold's idea was to establish a
so-called socialist republic In Lower
California. That the present would
bo an opportune time to Invade Mex
ico Is generally admitted, and one the
ory Is that another attempt like Ber
thold's Is under way. From Campo
the roads Into Mexico are easy.
Chief of Police Wilson thinks the
I. W. V. movement to the south is to
swell the proposed army of invasion.
He said today:
'I don't think it Is for anything
else. There Is quite a force of these
men near the line. Mexican troops
are after them on the south Bide and
United States troops on the north. A
man named Tobo Is In charge. He
has been wanted for some time In con
nection with the shooting of a man
named Arguello In Jacumba valley."

Wexford, Ireland, April 22. Mak
ing a successful flight across the
Irish channol in a rainstorm, Cor
bett Wilson, the aviator, descended
at EnnlHscorthy, Ireland, today. The
start was made from London simul
taneously with Aviator D. J. Allen,
who has not yet been heard from.

STATEMENT
Otl TRUSSES
Salem, April 22, 1912. We as con
tractors for the new Carnegie library,
wish to make a statement regarding
the failure of trusses.-
We have reports from the Newcomb
Engineering Co., a concern which
makes truss designing their profes
sion, and who designed the trusses
for the Salem armory; also Mr. C.
Madsen, who designed all the steel
work for the new court house In Port
land. Both concerns emphatically
state that the failed trusses are not
strong enough.
: The Portland building department
has also rendered a report which con
demns the trusses.
The library committee on April 5th
made a practical test of the strength
of trusses, the result being that the
trusses foiled a second time by buck
ling and sagging 18 Inches.
We wish to emphasize the fact that

these trusses failed when only a load
of 30,000 pounds had been applied,
whereas, according to safe engineering
practice, a load of at least 75,000
pounds would come on each truss.
We have complied with the request
of the building committee to submit
an estimate for new trusses of suffi
cient strength, also an estimate for
re-enforcing the present trusses, yet
in view of the above facta, we have
received a notice dated April 19th,
1912, to re-erect the present trusses
as per original drawings and specifications.
We herewith notify the public that
we will re-erect the present trusses
as per the original drawings, but we
will not be responsible for any acci
dents or failures that may occur In
the future, as we are proceeding
against our own judgment and entirely
upon the judgment of the architect
and building committee.

DIED.
FREELAN D At the Willamette San
atorium, at 6:30 Monday morning,
April 22, 1912, James L. Freeland,
aged 54 years.
' Mr. Freeland had been In poor
Health for several years, but was not
confined to his bed until recently', and
bis death was not unexpected. He
came to Salem some twenty years
urn. anil with his brother Hueh con-
'ducted a furniture store for several
years at the corner of High and State
streets. For ' several years past he
hod been Interested In and devoted
much time and money to the opening
of the Freeland Consolidated Copper
and Gold Mines on Gold Creek, one
of the branches of the Santlam.
Two brothers, Hugh of this city and
Jesse M. of Falrmount, Illinois, and
two sisters, Ann E. Freeland of Fair
mount, 111., and Mrs. Jane Watson of
Deadwood, South Dakota, survive him.
host of friends here will sincerely
mourn his passing.

age 71 years and three1 days.'

Six Feet of Snow Fall.
Livingston, Mont., April 21. Six
feet of snow fell In the Yellowstone
Park last night and today. Five feet
covered the ground at Gardiner.
The fall Is the heaviest In history
at this time of year.

Cleveland, O., April 22. Charging
that the lookout on the liner Titanic
was asleep when the vessel struck the
Iceberg which cost more than a thou
sand lives and that members of the
crew were drunk at the time, Lewis
Klein, a Hungarian, who claims to be
a member of the Tltanlc's crew, was
placed under arrest here today. He
was detained on a technical charge of
mutiny, pending the arrival of a sub'
poena from the senate investigating
committee, 'xne arrest was ordered
by Senator Smith, chairman of the
committee. '
Klein does not speak English, and
his peculiar story was Interpreted by
the Austrian vice-consul.

City Attorney Clears Doubt
As to Releasing Single Lots in the Oaks Addition Under
the Improvement Bonds Now Existing
Against the Property.

leased from the Improvement bonds issued against the same upon
payment of the charges levied against the property by any prospec

of the city shows assessments for both Bewer. and street Improve
ments segregated against specific lota and parcels of land, and I
know of no reason why you cannot pay off tho, llena upon any spe
cific lota or parcels of land thut may be covered by Improvement
bonds Issued under the Bancroft Act, and discharge the Hen against
the specific lot or parcels of land without relation to other property
