CONTRACT CLOSED FOR BRIDGES
ACROSS WILLAMETTE AND THE
SAJiTIAM OX EXTENSION OF THE
OREGON ELECTRIC TO EUGENE.
Contracts were closed at Portland
yesterday by the Orejcon Eloctrin
Railway company with the Union
Bridge & Construction company,
whereby the latetr will build three
crossings for the electric line on its
extension from Salem to Eugeno.
The principal structure will
the Willamette River at Harrisburg
ana the second in size will be across
the Santlam, the remainder of the
contract being In connection with
less Important work.
Piers to Be Planned.
I S. Stewart, president of the con
struction corporation, has arrived at
Portland from Kansas City. He will
be followed this week by Harry K.
Seltzer, engineer of construction of
the company. Tom Alexander, real.
dent engineer, has proceeded to Har
risburg to view the scene of opera
tions and will be in the city tomor-
roy. On the arrival of Mr. 8eltzr.
plans will be started Immediately for
the piers, of which there will be 16
for all bridges and they will be built
with cofferdams.
It Is the Intention to have the steel
work completed so that , through
trains can he operated from Portland
to Eugene in September and It is not
thought that there will be material
interference because of high water In
the Willamettei Thn HnrHahnnr

bridge will be south of the ordinary
head of navigation, except for small
vessels, as the steamers of the Ore
gon City Transportation com nan v
proceed to Corvallls and when water
conditions are of the best,, make
special trips to Peoria.
Most Equipment Goes by Rail.
Some of the material for the San
tlam bridge will be handled by wa
ter route, but heavy equipment will
go by rail and as the Oregon Elec
tric Is hurrying the new work, deliv
eries can be made without the neces
sity of hauling by teams a great dis
tance. The Union Bridge & Construction
company built the foundations for
the new Harriman bridge, which Is
to replace the steel bridge. The Har
riman structure will be thrown open
to the public about Juno. The Union
Bridge & Construction company also
built the foundations for the Broad
way bridge,' which Included the olers
In the river, all pedestals on land
and the abutments. A. final settle
ment was made by the city a few
days ago and the contract has been
accepted. The steel work is to be
prosecuted by the Pennsylvania Steel
company and should be started short
ly, as the first delivery of material
will be made as soon as possible, and
the approaches and spans extending
to the draw opining will be hurried.
ACTIONS INDICATE
HE IS INSANE
Frank Ingram.'a logger, was arrest
ed yesterday afternoon at Waconda by
Constable Lewis on the charge of as-
spult and lattory.
Ingram, It is stated, recently went on
rampage and compelled fellow log
gers to walk up and dowu a path near
the camp threatening that If they did
not obey him that he would kill them.
The officials are inclined to think that
Ingram Is mentally unsound, and It Is
probable that an Insanity charge will
be preferred against him.

Playing a Closed Game
Ed. Journal: I've been reading a
piece In the Sunday paper which I
have here now, that begins this way.
"Don't have like opinions school di
rectors in session last night would
control selection." Have you read It
Mr. Editor? What do you make of It?
I read It all over thiee or four times
and thia is how it looks to me. Three
directors get together at "special
meeting, of the board" special mind
you and one of them appoints the
other two on a "teachers committee"
when the "board has never had such
a committee alnce its organization."
Sort of an Important matter I take It.
Mighty big hurry too. Couldn't wait
for Chairman Moores to get back.
Couldn't wait for Director Miles to
get back either. Maybe they were a
frald to wait Special meeting too.
Nobody to it and nobody knowing
anything about it except the three men
and the clerck ao says the paper. No
body put on that committee except
their own selves. Awful anxious a-
bout having It even to running a low
trick yet not quite sure they want to
keep It after this term. That likely
depends on whether they get in those
they want to get in and get out those
they want to get out.
The whole thing reads mighty queer

If there are plenty of knotholes, Mr.
Editor. This whole committee busi
ness has the look of a job to hoist
a man Into office again. The Super
intendent says he is no good, and he
alnt, except to blow his own horn.
Anyone who Is such an expert at that
trade don't usually amount to much
else. We don't want him, and that's
emphatic. I don't claim to be aris
tocratic myself but I can tell a man
of culture when I see him. And once
in a while I can spot a scaliawag. Now
I'm not calling anybody any names,
but If you can't have a different man
agement of some things In your high
school we will just nnturally have to
go down In our pocketB and send our
children somewhere else, or go with
them. A good number of folks are do
ing that thing right now. A am talk
ing for myself nnd some of my neigh
bors, who think just as I do. '

late you for your excellent article
upon the subject of public roads, pub
lished a few days ago.
You have a clear, comprehensive
grasp of the growth, development
and permanency of the present sys
tem of Improvement under our coun
ty courts and district supervisors.
And in advocating the further up
building and continued development
of the present system; and looking
forward towards its future develop
ment, providing for a state system
of highways, you are getting down to
sound logical and practical sense
upon the subject.
If the impratlral good rofiils theor
ists of our cities could only realize
the truthfulness of your statements
about their theories being rot and
tommy-rot as you define It; and
cease making confusions and mis
spending their efforts through mis
leading agitation; It would prove of
great benefit to the cause of good
roads.
As It Is, they are hindering in
stead of helping In the work. If the
city automobile owners want to help
maintain our roads, and encourage
the farmers to do more toward road
building, they should draft and se
cure the passage of a law, regulating
the speed gears of automobiles and
motor cycles; providing for a speed
gear limit of about 20 miles an hour.
Such a law will be passed some time
In the future; and If Its passage Is

delayed too long, It . will be more
drastic when It does come; so those
that own automobiles that do not
wish their speed-power excessively
regulated, should act without delay.
I agree with you as to the amount
the state should first appropriate to
ward road Improvements; but disa
gree with you as to how It should be
expended.
To my mind the important part for
the state to do Is to acquire the own
ership of, and begin developing as
many available gravel bars and rock
ledges upon our rivers and streams.
especially navigable streams, as it Is
possible.
It Is state conservation 'of natural
resources used in road surfacing.
and state aid in preparing and mak
ing such material, available, at re
duced cost and at all seasons of the
year that Is needed; and not actual
construction. If such was provided
for, the counties and local districts
will be able to provide for the grad
ing and surfacing work.
Some time in the near future I
will try and write an article along
these lines, and attempt to show how
suitable surfacing material and
drainage and sewer pipe could be
prepared by the federal, state, coun
ties and cities' governments . work
ing co-operatively, at greatly reduced
cost; and making It so easily ob
tained, that it would greatly stimu
late and encourage road improvement

What Does Selling; Stand For!
Ed. Journal: One of the good old
Scotch methods of committing a can
didate to something definite Is what
Is called "Heckling." I would like to
heckle the Honorable Ben Selling a
little by asking a few questions:
1. Does he believe in the recall fea
ture of the Oregon law, Including Its
application to Judges?
2. Does he believe In the public
ownership of telephone and tele
graph? 3. Does he believe in the express
business by the government?
4. Does he favor tho election of
federal judges by the people.
It seems that the old assembly
gang Is supporting Selling, and he
in turn Is supporting Taft. This
alignment may be good politics for
one who professes progressive prin
ciples, but It' raises some questions.
