Mr. Charles Francis Adams' articles n the "World's Work" makes perfectly plain the de bauching system which has grown up. As one courageous congressman put it in the debate on the Sulloway Bill: "I want to say this here and now, though I realize the effect of my vote upon this queslon, that $50, 000,000 a year is too big a price for the country to pay to bring me back to congress." "Unt the average member of the house," says Mr. Adams, "Is not afflicted with any sim ilar excess of modesty. In his esti mation no price seems to be too con siderable to pay for his retention In congress, provided always the money paid to bring that result about comes not out of his private resources, but from the national treasury."
