The state has put up its share of money, and congress provided the rest of the money, and the authority. .The State Canal Board has done its duty, by meeting all de mands, and agreeing with the owners on a price. The General Electric corporation has done all in its power to enable the state and federal government. It has put its property in at a price less than its assessed val uation, and less than it3 bonded value. The U. S. engineers have gone over the matter with the cor poration and with the state canal commissioners. The project was favorably recommended to the government by an engineering board in 1900 after surveys made. There is little or no excuse for further possible delay, and the loss of the appropriations. With $600,000 to operate with and with a margin of $150,000 for rebuilding the locks what excuse can there be for non-action or procrastination? One of the U. S. engineering profession located a survey for new locks and canal on the east side of the river. That location as originally planned would have destroyed an enormous amount of industrial property. Yet is was promptly recommended and sent up to the war de partment with the approval of Major Mclndoo. It would have made locks and canal arj impossibility for many years to come, and probably forever. Then a fourth survey was insisted upon, the right of way for which would have cost two or three millions. Besides that survey would have involved the state and the federal government in litigation for years. When the state and the property owners finally agree on a site and price that are right and fair, there is a pause. , Is there a possible danger that the people shall cease to pay about $200,000 a year additional freights in this valley? If the U. S. engineering department defeats this project for the relief of the people of Western Oregon, what shall the peo ple think? We leave the readers to draw their own conclusions, but the ordinary man will say the great corporations affected have found a way to reach them. . The people might as well realize where this whole responsibil ify must be placed if there is a failure now to secure the free locks and canal at Oregon City. . . o Why spend your money on outside newspapers, when you can get better and more news about your city at home? The Capi tal Journal payrolls are all in Salem. About thirty families are helped out in their weekly payrolls by The Capital Journal, and the paper is full of news and ideas tomake Salem a better city. The Capital Journal fights for better schools, better streets, bet ter homes and better street car service and better water and better sewers, and its owners spend their money here in em ploying people to make beautiful home3 and support home insti tutions. The editor of The Capital Journal subscribed to the endowment of Williamette University, took stock in the Marion Hotel, to buy the Elks' building, in the German building society, membership in the Y. M. C. A., and last year helped four churches with subscriptions. What does Salem and Salem people get for the money that is blown in on outside newspapers? A slam and a black eye when it pays to publish sensationalism, and it generally seems ,to pay to give us the worst possible. QUIT IINDICAPPING PROPERTY. At the risk of being considered cranky The Capital Journal wants to hammer on the idea of making the city department more nearly self-sustaining. The average taxing body seems content to listen to the pres sure for revenues, the demands for increase in salaries, and then simply levy a tax on property. That i3 an easy way and it takes no brains . and property is always in sight and cannot escape, and that kind of money crimes easy, because the sheriff collects it. But the editor of The Capital Journal knows that revenues can be produced in other ways and that the several departments of the city can be made more nearly self-sustaining. The city taxes on property direct should be reduced at least fifty per cent, and then in a few years would increase the value of all property, instead of depressing it. Taxes have gone too high for property to advance much in out city, because, in addition to city, county, school and state taxes, there are insurance, streets, sewers, sidewalks, etc. With very little experience in such matters, The Journal ed itor got one ordinance passed when in the city council that changed the city treasury from a burden on the taxpayer to a revenue producer. By making the banks legal depositories for city funds, and asking them to pay a low rate of interest on city balances that ordinance produces $1600 a year. The treasurer's salary is nine hundred dollars, and there is a nice surplus for keeping the books and stationery, and the rev enues will increase each year. The present system of county officials in Marion county makes all those offices revenue producers, as the fees they collect more than meet the salaries of the several offices. One of the first things the new city government should do is to create' a committee that shall ascertain new sources of rev enue instead of more direct taxes on property. This is not a new idea and ought not stagger the intelligence of any would-be local statesmanship. If one man owned the city hall he would not be trying to find new opportunities to pay out money. If one business man owned the city, would he be going down Into his pockets all the time to meet the payrolls? ENGINEERS. get free locks and canal at has PRESIDENT COMMISSIONERS STUTTER OVER APPROPRIATION Whether or not to make an appro priation for the boulevard between the different state institutions now being constructed by labor supplied by the state from the penitentiary and the asylum Is a problem with which the board of county commis sioners la wrestling. The board Is In favor of the project believes In good roads and streets and Is willing enough but there are other reasons which stand in the way. The principal one is that both the county and the city are going to find themselves confronted wl'h a heavy tax levy and "the board dees not like to increase It A delegation waited on the board the other day and presented the matter. The board listened, but said nothing, and still says nothing, and it begins to look as though it will keep on saying nothing, unless it is "no." At present the work is carried cn by popular subscription, and Hhould the board fall to make an appropria tion that is the way it will have to be carried on to completion if it is carried on. o X-RAYS AND SMILES. Mrs. J. Plerpont Morgan says she abhors newspaper publicity. This is a trait common to her husband, John D., and the balance of the gang that have accumulated tremendous wealth by exploiting the public. W. C. Bristow says there are 90. 000,000 fools in America. Being one of them, his opinion has no weight for he talketh as a fool in his folly. The Oregonlan shook our faith in its correctness Wednesday. It had in big . headlines the statement, "Money Not Scarce." It cannot be possible that a man who held a trusted and honorable po sition for two terms in the Oregon legislature can be guilty of graft In the petty office of market inspector at Portland. . The St Louis Livery and Under taking Association has announced a raise in prices for carriages for funerals. The high cost of dying wil.' be the next of the public's troubles. Those ydungsters who passed coun terfeit quarters on a gas meter, and material for making more quarters, faterlal and making more quartrrs, are financiers of the J. Pierp. class. Anyway, they should be left their freedom for Inventive genius that can beat a gas meter, deserves a chance to develop. Dr. White says the Portland cltv Jail should be . condemned and de stroyed as not a fit place for human habitation. A certain and quite numerous class of Portlanders heart ily agree with him. THE EVIDENCE AGAINST SCOVY IS INSUFFICIENT With the hope or still being able to unearth sufficient evidence to bring a charge against him and bring about a conviction, the police are holding In the city Jail, C. Max Scow, who was arrested last week on suspicion of having been guilty of holding up several people in the city. The officers have had all the par ties who were held up call and try to Identify him. Tvo of them gave it as their opinion that he did not answer the description exactly, while another is inclined to think he is the man. Tina evidence, however.
