The Chinese residents of Salem, and they are a line lot of Chinamen, too. are celebrating the Chinese New Year In their own peculiar way, fire crackers being the principal evi dence of their joy and patriotism, for Salem Chinese are patriotic to the new order of things In China, and enthusiastic In their efforts to aid in making a new China a China mod eled after the greatest republic the world has ever known our own. The celebration began last night with a banquet, and the speeches were said to have been of a high or atorical character, heartily endors ing the new republic and brimming over with admiration for "Uncle Sam's'' style of government. It seems that among the so-called "rebels" there are two parties, one desiring to mould the new China af ter the English form of government, but this is In the hopeless minority In their own country, and absolute ly without followers among those who have sampled the United States, and as so many of Salem's Chinese have, made their permanent homes here. The flag of . the new republic, red with a blue field and 12-polnted star, white, was In evidence everywhere, floating under the American colors and Its hoisting In China town was the occasion for enthusiastic cheer ing by the residents thereof. This morning, about 10 o'clock, some immense strings of firecrack ers. Some of them 10 feet long and To Anyone r who will call at the Journal office and pay $2.00 on their subscription we will give absolutely six Inches in diameter, were touched off, and the noise for a little while sounded like a pitched batt'e between two big armies, and the iTicpoant rattle of musketry, while a big bomb occasionally heightened the similari ty, and one could easily Imagine that it denoted the sending of a big shell into the enemy's ranks. There was a smell of battle, to0, or something equally bad, a sort of cross between burned gun powder and an overripe egg with the cover off, but the celebratlqn drew, a tre mendous crowd down Into Chinatown who enjoyed the Celestials' blow-out, and apparently liked the perfume. One enthusiastic Chinaman told the reporter though not in exact ly the words, Is the 4609th year as China counts them, dating time from that great philosopher, Confu cius and that his country had fooled away a large part of this time by submitting to the bosslsm (if the Manchus. ' "We are done with them now and for all time,'1 he added, and the new China will soon astonish the world. As soon as the new form of govern ment Is agreed on, off comes every Chinese queue, and away goes su perstition and submission to tyr rany. America has shown us what free men left to work out their own course can accomplish, and Chinese returning from America to China have thoroughly inculcated the peo ple there .with their Ideas of free government. The dinner, which will be given at the Commercial Club quarters, will be preceeded by a reception. Arrangements to seat 350 persons have been made. Los Angeles, Dec. 23. Absolute as surance that Clarence Da r row, for mer chief counsel for. the McNamra brothers, would not be prosecuted on charges of bribery growing out of the Lock wood and Bain cases, wag given here this afternoon by District Attorney John D. Fredericks. "A case 1b one thing," said Captain Fredericks, "and a snsptclon Is an other. We have no .case against Clarence Darrow. "Right here and now, I want it un derstood that I m not shielding any body from a felony prosecution. If we could absolutely connect Darrow with the money paid Prospective Jur or Lockwood, we would start pro ceedings against him at once. "Here Is the way the case stands: We could not takf Franklin before the grand jury because he would be incriminating himself If he said any thing, and under the present law we would have to grant Immunity. We have thegoods on Franklin and I do nt think It would e wise to give up a certainty for an uncertainty. Un less we secure further evidence than we now have there will be no prose cution of Darrow on a bribery charge. "Darrow says the Franklin arrest did not bring about the entering of pleas of guilty and the close of the case. If l were a newspaper man and writing editorials I would com ment on why somebody wanted to give away $4,000 one day, knowing that they were going to plead guilty in a few days." o PORTLAND MEN FACING ARRESTS Portland, Ore., Dec. 23. Wholesale arrests of proprietors of prominent hotels, grills and markets as well as of prominent citizens of the city and state, probably will follow a series of Investigations which have been car ried on by the state game wardens' of flees, and which culminated In a raid on the Hotel Portland , the Hotel Oregon, the University Club, he I-ou-vre cafe and Mace's market.
