Mayor Lachmund proposes several amendments to the city charter to be submitted to the city council and at the December election to the people. One of these i3 to make the Chief of Police appointive by the Mayor instead of elective by the people. The other proposition he offers is to abolish the office of Street Commissioner, and consolidate the chairmanship of the committees on streets, sewers and bridges in one member of the city council on a salary of $1800 or $2000 a year. Mayor Lachmund also proposes that issues of bonds be made possible by a majority vote instead of two-thirds, and a forty thousand dollar issue of bonds for bridges. A great many people favor the Des Moines plan of making all nominations for city offices non-partisan and at the direct primary when there are a number of aspirants putting those two receiving the highest number of votes at the primary on the ballot at the regular election. Thi3 gives the people a greater choice of candidates and forces a majority to express themselves, and prevents candi dates running in by shrewd manipulation without opposition. Still better would be the combined Des Moines and Tacoma plan, by which any candidatewho receives a majority of all votes cast at the primary election is declared elected, and there is no further expense for holding another election. The people are jealous of losing the benefits of the direct primary, and the Des Moines and Tacoma plans safeguard the direct primary, and save "the expense of another election if the people see fit to decide at the first election. If no candidate has a majority at the primary, the two highest candidates are placed on the ballot at the regular elec tion a month later. Another important amendment that should be in the inter ests of labor is the limitation of contractors to employing bona fide residents of the city in preference to other labor on city work. The construction of sewers, streets, bridges and all munici pal work should be done by home laborers and not by Greeks, Italians and other labor brought here temporarily. As long as there is a competent unemployed laborer or teams in this city that belongs here, why should not such labor be given the preference? Such an amendment and the amendment for a non-partisan primary would mean something to the voters and citizens, and should be put into the charter at the coming election. o Portland has The Bleacher, "leading sporting weekly of the Northwest" an authority on sports. It has baseball, football, highschool, university and other sporting circles well writen up, including boxing, wrestling, vaudeille and theatre news. Au tomobilists are also considered sports and their interests are looked after. The Bleacher is illustrated and ably written. DEPARTMENT STORE ADVERTISING. The department store is the best proof of the superiority of newspaper advertising. The department stores use the newspapers almost exclusively to reach the people. Have you any doubt about their reaching them? They are the most successful advertisers in the world. Successful advertising means getting a profitable return. It means an expanding, popular, growing business. Once or twice a week the department stores use a page or two page ad. The page ad. once a week gives a chance to place all lines before the people. If you have any doubts as to the efficacy of newspaper ad vertising, study the department store methods. Many forms of advertising are subjected to criticism and ridicule, and injure business rather than help it. People never express the opinion that a well-worded news paper advertisement is a foolish waste of money as they do about some other ads. They know it is not, and they approve of newspaper adver tising as a judicious expenditure. They consider newspaper advertising as a display of good judgment and a legitimate expense. The people regard many other forms of advertising as money thrown away that has got to be made back in excessive profits. Department store advertising is the secret of success of those stores. . It is all done in the newspapers. The Technical World Magazine for November has a leading article on "Making Charity Pay." If there were proper educa tional systems, there would be no need of charity. If laws did favor the favored elasser, and they are all made and constructed in courts by the favored classes, there would be no class to be stow charity upon. That is the prime cause of the development of Socialism in our country. Now it appears that even charit able enterprises can be made profitable. We have long enter tained the idea that it was profitable business to organize chari ty, and work for humanity for nhat there was in it. Here's one on the supreme courts In general and would indicate that they ought to be subject to the re call: "When I was fifteen years old I looked on a white-haired judge of a supremo court with awe and rev erence. Now I would try to bribe one with a peanut, and I would only be afraid he would raise me to a wal nut." Ontario Is having considerable worry over the "time" in that sec tion. It seems the difference be tween sun time and railroad time Is 55 minutes. So that when by rail road time it Is 9 o'clock, It Is by sun time only 8:05. In consequence schools have been opening at 9:30 and 1.30, and this causes annoyance to the women folks, as the meal hours are -fixed by railr0ad time, business being regulated by that, and It makes trouble. Whether the rail road will set Its time back, the sun get up later, or the meal and school hours be changed Is the question at Ontario. The Cosmopolitan Magazine for November has a story, "Married Lov ers' by Gouverneur Morris that Is warm enough to singe the covers and makea the reading of Shakespear's Trolltis and Cresslda seem like a cold shower beside a Turkish bath- It U salacious enough to satisfy the most morbid and of a temperature that would If any higher, require the use of asbestos paper.
