WILL REFER PETITIONS TO PAROLE BOARD After having successfully launched bin prison reform policy and also succeeded in caring for the vast num ber of prisoners who became subject to parole as soon as the law on that subject passed by the last legislature went into effect, Governor West de ckled today that other and more Im portant public matters now demand his attention and hereafter he will leave all matters In the way of clem ency to the parole board. In con formity with that decision he has directed a letter to Superintendent James of the state penitentiary and another to the parole board. Letter to Superintendent. The letter to the Bperintentlent Is as follows: "In order to have time to devote to other Important public duties, which need my Immediate and undivided at tention, it will, at least for the pres ent, be Impossible to give personal consideration to the many petitions which come to this office for execu tive clemency or to comply with the numerous requests from the prison ers for Interviews. "I would, therefore, ask that all such matters and requests to be taken up with parole otticer and the parole board. After which they will in due time be given careful consid eration and such action taken as the findings of the parole board and this office will warrant. Advises l'a role Board. His letter to the parole board says: "While the law creating the parole board provided only for the submis sion to you of those cases where the prisoner has received an indeter minate sentence, I believe It for the best interest of all concerned that all applications for executive clem ency In state cases, of whatsoever nature, be first submitted to you be fore any action is taken by me. "This office will, therefore, hereaf ter refer all such petitions to you for consideration and will, as a rule, be guided by your recommendations in the matter. Unvernor Expliilns. "I have t."ken n vast Interest in the state penitentiary and its prison ers," said Governor West today when speaking of the Bubjeet and explain ing his action. "I wanted to get in touch with the Institution and the prisoners for two reasons. I wanted to begin with launching a prison reform policy and in the next place make provision for the scores of prisoners who would become subject to parole under the parole passed by the last legislature. "These prisoners have now all been cared for and in the future the parole board and the prison authori ties who are In perfect accord with the policy of the governor's office, will look after all cases. Whenever a esse arises which demands my at tention, I will look Into it. and" will be governed as a rule by the recom mendations of the board." j . BROUGHT BACK TO ANSWER OH TWO CHARGES Charged with passing a fraudulent check upon Charles Savage, manager of the Marlon Hotel, and also with obtaining property by false pretences from David Yantls, Ed. G. Gibson was brought back to the city yester day from Roseburg by Chief of Pp llce Hamilton. Gibson was arrested several weeks ago at Hood River. The charge against him there was passing two fraudulent checks. When arraigned he suffered a fit and the authorities taking compassion upon him, re leased him. Since then the officers here have been searching for him, just recently locating him at Rose burg.
