boat on the Mississippi river that
had such a big whistle and small boil
er that the boat stopped every time
the whistle blew. As the pilot liked
to hear the sound of the whistle ev
ery few minutes, the boat didn't make
much headway.
After telling this story, Mr. Lin
coln would say. '"Now. gentlemen,
my Idea of the best way to end the
war Is to have a bigger boiler and a
smaller whistle."

partment sessions, by putting them
Into practical use so far as we are
able.

RAILROADS
Railroad Commissioner Miller Is
back from an inspection tour of the
Corvallls & Eastern railroad and also
the Corvallls & Alsea railroad, and
he pronounces them both as being in
fair condition.
He made an Inspection of the track,
the bed and the fencing of the right
of way of the first. A complaint had
been made against the latter road in
general, and the Inspection was made
to learn If Improvements promised
had been made. He found the road
In a very much improved condition.
