Beautification 13 a big word, but it is worth while to Have it added to our civic vocabulary. The man or woman who gets that word branded in letters of fire on their minds will do something. Salem has wondcrf"' possibilities of being made beautiful and the league should not over-look any of them. First, there is the painting of our houses with lighter colors, and brightening our dooryards with flowers. Too many trees around our houses add to the gloom of the premises, and dark colors in painting should be avoided. Cultivate the reds, pinks, yellows, light grays and whites a great deal, and see how it will alleviate the groo.m We have many gray days, and much dark cloudy weather in winter, and bright colors should shine forth. Ex-Mayor Rodgers and the commission charter board are not going to be scared out by one man bombarding their baby off the face of the earth. Until the people have voted on the commis sion charter no one can tell whether it will be good or not. In the meantime it is your duty to register at the city hall so that you can have a vote on October the 25th. The registration law is a nuisance, and ought to be amended, but it is one of the sa cred animals of our political system, and you might as well of fer to remove the horns of one of the sacred oxen of the Hindoos as to touch the most obnoxious and impractical features of our demented registration law. But go and register and be pre pared to vote at the charter election. If you don't you will be sorry. The people will learn all about the proposed commission char ter, with Justice Burnett, of the Oregon supreme court letting the daylight through it every day in the press, and a publicity committee composed of Rollin K. Page, Gus Huckestein and Senator Patton explaining criticisms of the document. The fair mnded citizen who believes there is a better way to run a city than by a city council and mayor and officers elected by the people will be willing to give commission charter a trial, even though he may consider that it is defective in several ways. It would be a step in the direction of progress, and improvements can be made by the peopl eas fast as defects are developed. The nine Salem men who got it up are fair-minded, progressive citi zens, and probably did as well as any nine men who could have been chosen to draft the charter. MARION IIOTE LPAYING. The net profits of the Marion Hotel for the month of Septem ber aggregated $2G76.33. The operating corporation, that is composed of public-spirited citizens, has a surplus of about $15,000 to be divided among the stockholders. This proves that a modern hotel, well managed, is a paying business proposition in a city the size of Salem, and shows that a profitable business opportunity was long neglected. The same is true of first-class flats that would rent for forty to fifty dollars a month. , This city has nothing of that kind, and there are capitalists who say it would be very unwise for anyone to build such a flat. But tne same financiers for t "enty years held the Marion hotel property, and lost money on the same. First-class flats are needed in this city and would pay as well as the hotel is paying, and that only proves that many of the al leged financiers are not good judges of r hat will pay in a grow ing city. The people of Salem are proud of the success of the Marion Hotel, and are all friends of the enterprise and its financial backers. THE FREE LOCKS AND CaNAL. For five years a campaign has been waged to give the people of Western Oregon a free and unobstructed waterway to the great Oregon market Portland. The state and congress have done their part, and it is now up to the war department, acting through the U. S. engineer to find a way to build a canal and locks. There is already a locks and canal around the falls at Oregon City, but becauso it is tho property of a bitf corporation there is much prejudict) against acquiring that. The common sense business man says, what is the use of build ing another canal and locks when we can get the one that is al ready built, and make it over on modern lines 1 Two locks and canals around the falls are as unnecessary as two tails to a dog but there are people in the world who would prefer a two tailed dog, just for the novelty. Under the state law and act of congress the war department can buy the present locks and canal, c.in condemn the property or can build a new system on the east side. The shippers at Portland and up and down the Willamette valley are not caring whether the canal rnd locks are on one side of the river or the other, but want action. TO CONNECT INSTITUTIONS BY GOOD ROADS The construction of rock hiyhwnys connecting all of the state institu tions, and they in turn with th" city is the plan of Governor 'e;t. and he asserts that he will bui'd them without a trifle of cost. Plans are already prepared for the first link one to run from the asylum (arm to the penitentiary, and which will be three miles In length. The governor has made i.rrnnge nients to borrow 40 mules, also n.ade arrangements for a rock crusher and the rock needed In the worK. The labor will be done by convicts and Inmates of the asylum, who will he paid 25 cents a day for their vvis. Stables at the various institutions will be used to shelter the animals. The only expense attached to the schemewill be the hiring of a small traction engine. Many of the Improvements inaug urated by the governor at the state Institutions have been compl-t.'d. The improvements at the asylum are rapidly progressing, and at the state penitentiary a barn has been com pleted. It Is of concrete, and one of the finest in the country.
