AN IMMENSE
WATER POWER
Taking up the work of developing
n Immense water power project
along the Deschutes river, which the
government projected several years
ago, a company h ended by ex-Repre-enfatlve
to Congress M. A. Moody,
of The Dalles, and LeRoy Park, of
Portland, has been organized with
ufllelent capital behind It to assure
success of the enterprise, according
to an announcement made yesterday.
It Is announced that $9,000,000 In
bonds for the company has been un
derwritten by a. London syndicate.
The company la capitalized at Jl,
000,000, and Is to be known as the
Deschutes Rlmrock Power company.
A meeting was held yesterday by the
stockholders to work out the details
of organization. As soon ns the or.
ganlzatlon Is fully completed, full
details will be announced, with the
mmes of the stockholders.
Government engineers prepared
reports a few years ago for the es
tablishment of a large power plant
on the Deschutes river as a central
transmission station for supplying
electrical energy In pumping water
out of the Columbia river near Irrl
gon on the immense area of level
land In the northern part of Mor
row, Gilliam and Sherman counties.
Government Retains Bights.
While the project was regarded as
feasible nothing has been (lone be
cause of the Inability to obtain the
. necessary appropriation for such a
flgantlo enterprise. The government
till retains Its right to control as
much of the water power of the De
schutes river as it may want to use.
The company Just organized will
construct I's power plants near the
mouth of the river where they will
not conflict with the government's
later operation. The company con
trols a largo amount of land east of
the Deschutes and directly south of
the Columbia river. That tract win
be developed and platted Into small
farms. According to present plans
bout 75,000 horse power will, be de
veloped. This will be increased later
as the demand for additional power
Is made.
Work to Begin This Fall.

we can use but a small share of the
total.
"Preliminary plans for construc
tion of the plants have been made,
and, with the money available, we
will be able to go ahead with actual
work this fall. We expect to have
our plant In operation! ,ln less than
18 months,"
Mr. Park was formerly associated
with John P. Stevens, who, until re
cently, was at the head of the Hill
lines lit Oregon. Mr. Park was with
Mr. Stevens when Mr. Stevens wan In
charge- of operations at the Panama
oanal. It was largely through his
association that Ml. Park was suc
cessful in interesting British capi
tal in the Deschutes project.

An Open Letter.
On the 26th day of October we
have the privilege of Fettling by a
majority vote as to whether or not
Salem will be controlled by a com
mission form of government, or re
main as it now is. There Is much
speculating among voters In regard
to getting the right kind of men. and
that Is a question that should be
looked at and considered.
Whenever a public office of any
importance is to be filled chancrs
must be taken, but It does not sem
possible that we should make a mis
take as to go wrong on three candi
dates at one time, and It does seem
as If we could get men with ability,
with the salary provided In the new
charter, and men who could devote
all their time to the needs and condi
tions and the propositions that con
front the best Interests of the city.

their time, energy
and ability, and
they must devote It for the bpneflt of

All reports from other cities that
have adopted this form of govern
ment confirm the fact that they are
lessening their taxes, making more
Improvements and getting out of
debt. Study the charter that may
be sent you by mall and decide
whether or not three men, by devot
ing all their time, energy and
thought to the city's welfare would
better conditions or not.
