Let no one become excited over the prospect of rainy weather interfering with saving the. crops in Oregon. The hop crop and the prune crop will be gathered in good time, and will all the saved and cured in good shape. The rains are nothing unusual at this season, and do a great amount of good in starting the fall pastures. We have known half the hop crop to be harvested in almost continuous rain, and the prune crop the same way. It will take more fuel, more food and clothing for the pick ers, and add to the discomforts, but improve health. The rains are cool and nothing will rotor morild at this season of the year, and there will be plenty of good weather. o THE STATE AND THE OREGON CITY LOCKS. Some of the state officials were premature in saying there is no state money available for the Oregon City locks. Some went so far as to say there would have to be a special session of the legislature, if work was commenced on them. This was a mistake, for the legislature of 1909 passed the Jones bill extending the appropriation until 1912. The big interests fought the extension of the appropriation just as they fought the original bill when introduced. The bill extending the appropriation to 1912 will be found in session laws 1909, page 138, and the money is available. The action of the Oregon City Commercial Club, in demand ing that the locks be built en the east side of the river, is not so easily understood. It is certain that it would involve the locks proposition in liti gation covering years in the federal courts, and would cast mil lions for right of way. The cry is that the state should not buy the present old locks and canal, because they are antequated and broken down. But that is not good argument, for the state and federal gov ernment could rebuild the locks and canal, and make them fit to use. MAKE WAY FOR Mr. Fels, a Philadelphia Hebrew, is spending a thousand dol lars a day to establish the Single Land Tax. Quite a lot of this money is being spent in Oregon. Copies of the Single Tax Review, a magazine published at Vancouver, B. C, are being sent to Oregon citizens. Vancouver is the only single tax city in the world, and is used as an argument for the land tax system. It seems at Vancouver one-half the tax on improvements was at first exempted from assessment, then three-fourths and final ly the entire value of improvements. But Vancouver collects one-third of the total revenue from tax on incomes, and one-third from license taxes. So that Vancouver is still far from collecting all revenues from land tax. The land tax is twenty-four mills. If Oregon had an income tax system it would be easier to ex empt taxes on all but lands. Oregon derives about one-third state and city taxes from li censes and tax on corporations. The campaign for the single tax is on in Oregon, and the in dications are that, with plenty of campaign funds, the innova tion will be made. On the face of the matter it does not look as if the farmers would get much benefit out of the single tax on land. If all improvements were exempted the account would show the exemptions for town and city property about four times as largo as the farmers. According to the figures from the state tax board, tillable lands are assessed at $214,893,000 and improvements thereon at $20,764,000, or about ten per cent. City and town lots are assessed in Oregon at $199,544,000, and improvements thereon at $75,605,000, or about 38 per cent exemptions under the single tax. These mntters will all come out in the debates, and there may be better arguments for the single land tax than there are against it. Guarded and watched over as carefully as a train load of fat steers going to market, a special train of 50 big freight cars of harvesting machinery is speeding from Chicago to Winnipeg to help gather In the enormous grain crops of Manitoba, Saskatchewan and Al berta, estimated at 200,000,000 bush els of wheat and 200,000,000 bushels of oats, barley and flax. In the central sections of these provinces cutting has progressed rapidly and time Is of such Impor tance that the trainload of threshing machines has been given the right of way over other freight, straight from the factory of M. Rumley & Co. at La Porte, Indiana, through Chicago to Canada. Special men have been as signed to accompany the train the en tire distance. It came from I.a Porte over the Lake Shore to Chica go- It has leit tor uuiuin over me Chicago & Northwestern, and will go from Diiluth over the Canadian Nor - thern through Fort Frances to Win nipeg. From Winnipeg the machines will be distributed as rapidly as pos sible.
