COMMISSION TO REGULATE , TAXATION For the propose of revising In ninny respects the state's system of taxation, a tnx commission appointed by the last legislature and to which all measures pertaining to taxation were referred, convened today at the capltol. The measures passed on (lie sub ject of taxation by tho last legisla ture and referred to tho commission, will operato as a foundation for the work. Among the other subjects which will be considered by the commis sion will be the matter of widening the scope of the Inheritance tax. Another subject will be that of ex emptions and It Is pretty certain that a bill will be framed which will exempt from taxation mortgage notes, and also mortgages. It la possible that a bill of Senator Cal kins providing for the non-taxation I: of a mortgage Itself, but taxing the recording of It may be adopted. The system of exempting personal prop erty for the benefit of the household er la another feature to be considered during the session of the commis sion. Cooper, who died at Stayton Sunday at the ad vanced age of 77 years, was held yesterday forenoon, ut that place, services being conducted under the auspices of tho Masonic and Elk or ders. Hodson, acting ma.vor of Newberg, appeared before State Engineer Lewis yesterday nnd of fered to make a filing on the waters of Otis and Guard springs, which are located a few miles from Newberg. and from which Newberg purposes to obtain Its water supply, he found that V. D. Gordon had preceded him by a day. and made a filing on the same springs. The city purchased the land on which the springs are located some time ago, and has expended consid erable money In getting the springs into condition preparatory to laying pipes to plpo the water to the city. Hodson conends that Gordon must have known of the eaulties of the city in the springs, and he will con- lesc nis nung on that ground.
