President Lynch. Is said to favor Cleveland, and the "Insurgents," numbering some 80 out of the 225 delegates, plan to make the site ques tion a part of their campaign against Lynch's re-election. In today's session the opposition to Lynch, in the hope of securing addi tional adherents, consistently ap proved every proposition that seemed to be bad" with the regulars, and vice versa, disapproved matters that met with the approval of the organ ization. The same tactics, it is said, will be employed tomorrow. Owing to the fact that this after noon wa9 to be devoted to social en tertainment ill Oakland and Berkeley, with a musical program in the Greek theater and dinner at Idora Park, the morning session did not tackle the big problems on the program. Sub-committees are at work on the arbitration agreement, the Los Angeles case, the enlargement of the executive council and the affairs of the organization and benefits de partments. Washington, Aug. 16 Dr. Wiley on the stand this morning said: "The chemistry bureau's work Is not only nullified, but the public money Is squandered as well. The cost of the bureau's work is a total loss. Nine thousand cases concern ing misbranding and adulteration have been prepared by my bureau and the average cost of each case is $200." Dr. Wiley completed his testimony with the statement that McCabe rare ly attended the meetings of the in spection board, and that, as far as he knew, Secretary Wilson approved all of the board's decisions. In a lengthy explanation of the employment of Dr. H. H. Rusby, of New York, on irregularities in con nection with which the charges against him were based, Wiley de nied that he had contracted with Rusby to employ him for a specific number of days at a salary of $1,600. After Congressman Floyd had read the letter which Rusby was alleged to have sent Wiley, the latter stated that he never saw the letter and called attention to the fact that Rus by testified that he did not send the original because Wiley was away but that a copy of the letter inadvertent ly was placed in Rusby's files. Denying ever having corresponded with Rusby regarding the New York expert's salary, Wiley said: "Any connection I have with the matter is based on this letter, which never even left Rusby's house." The letter showed that Rusby asked $2,000 annually for 100 days' work, "If satisfactory to the depart ment." The qualifying clause appar ently was eliminated when the per sonnel board formulated the charges. Wiley, continuing his defense, said: "The first formal correspondence I had with the personnel board oc curred when I was politely informed that I was given an opportunity to resign. I was much obliged to them for the courtesy." o Beads Wool Veto. Washington, Aug. 16. At a special meeting of the cabinet today Presi dent Taft read his veto message on the wool revision bill. The message which will be sent to congress to morrow, argues that congress should await the report of the tariff board in December before making a revi sion of the schedules. HIS WIFE AND DAUGHTER ASK COMMUTATION Clinging to the forlorne hope that a personal plea with Governor West may cause him to extend clemency to Jesse P. Webb, the Portland trunk murderer, the wife and daughter to day arrived in the city, and, after a visit with him at the state peniten tiary, appeared before the governor, and asked him to commute the death sentence to life imprisonment. Mrs. Webb and daughter make their home in Vancouver, Wash., and the typographical union of that town a few days ago petitioned the gover nor to commute the death sentence. The members of the union set forth in their petition that Webb, while at Vancouver, always had led an in dustrious and Bober life, and that his execution would cast a stigma on, his family. v For the purpose of strengthening this appeal by a personal plea with the governor, the wife and daughter came to the city today, and also for the purpose of a short visit with the condemned man. Webb's sentence calls for his ex ecution on September 5. THIS ENDS THE COAL MINING AT SCOTT MILLS Cardinal Moran Dead. Sydney, N. S., Aug. 16. Cardinal Moran, 65, died suddenly today of an attack of syncope. This makes the 23rd vacancy in the college of cardinals. Deputy Sheriff Esch left today for Scotts Mills where this afternoon he will sell at auction the machinery of the Oregon Diamond Coal & Devel opment company against which a judgment was recently secured in the circuit court by John Scott. This company began mining for coal in the vicinity of Scotts Mills several years ago, and struck a vein of fine coal. Machinery was then se cured and tunnel about 700 feet In length run but In some way the com pany failed to strike the vein again. Unable to meet the obligations it was under to Scott, he brought a suit against the company and this after boon the machinery will be sold un der the hammer to the highest bid der to satisfy the Judgment. Thomas, third officer on the steamer Santa Rosa, which was wrecked at Point Arguello last month on the advice of hia counsel, refused to testify today before the federal board of Inspection.
