This local festival was a great success in many ways, and has added to the glory of our city as an amusement center. The parades were better in quality than ever before, and es pecially the automobile and baby parades. The beautiful floral displays made on t-e motor cors were 3 credit to the taste and enterprise of our people. The decorated perambulators offered a new insight into the American character the deep-seated love for children. The poorest mother and the richest parents were equally happy to be represented in that procession, if Providence per mitted. Congratulations are due the general committee for looking after the details of the different days, from the greatest to the smallest. Even the Little German Band was given polite attentions, and escorted about the city with as much pride as if they had been the Thomas orchestra. So it passed into history with great good humor and noise of cowbells and tin horns, and leaves only pleasant memories. The next event of state-wide interest is the state fair, and let us all get ready for that. o EDITORIAL NOTES. The senate is with Taft for reciprocity. There is about much excuse for tariffs between our country and Canada there is for tariffs between Oregon and Washington. The people are ready to combine against the present old fashioned form of city government. The commission plan af fords them an opportunity, and if squarely, honestly and openly submitted to the people will be endorsed by them. When it comes to selling newspapers en the streets The Capi tal Journal is first and the rest nowhere. Real estate is a little dull, but there is more gum chewn than ever before in the history of Salem. Those Eastern politicians are spending a pile of money early in the game to capture the next presidency free boiler plates for every newspaper. None accepted here. Cherries are ripe and so is the moonlight. Now, what is there lacking? Of course, we want a real radical president in 1912. The country needs to "go busted" about every eight or twelve years, to enable capitalists to get hold of cheap property. D. N. McInturfT, editor, II. F. Mclntuff, publisher, are the new management of the Independence Enterprise. They are' boosters and have lots of energy and good will to put into the Enterprise. Dr. Mclnturtf is one of the best public speakers and biggest-hearted-men who ever left the pulpit for the sanc tum. His sons are just as good as he is. Two more weeks of "coronating" for England. The "noiseless Fourth of July" will never be popular. It is a public safety valve to let the general public have a rip.roaring noisy time once in a while. Salem, Eugene, The Dalles ami Astoria have fine, modern hotels. The Marion was full to capacity during the Cherry Fair. If we had any brains we would bring in a supply of mountain water, and sell enough for irrigating purposes to give the city free water service. It might occur to Governor W est while en tour of the state t investigate the land situation; that any system that ties up enor mous tracts in the hands of individuals or corporations is radio ally wrong and must some day be rectified in the interests of de velopment and humanity. That Captain Farla. of the wrecked steamer Santa Rosa, spoke the truth, when he declared In a moment of hysteria that at least a dozen pas sengers went down with the first life raft which left the ill-fated vessel Friday night. Is the growing belief here today. Despite statements of the Pacific Coast Steamship com pany officials that every passenger had been accounted for, those who have ben close to Captain Faria since the disaster are positive that no less than a dozen passengers went down. The work of removing baggage and other property from the wreck started early today. A crew of wreckers, with tackle arid other eoiiiDment. boarded the Santa Rosa and preparecTo bring ashore the trunks, which apparently had not suffered much damage. Mrs. Louise Payne, of Gardena, Cal., who steadfastly refused to I'tave the scene until she recovered the trunk which, she said, contained manuscripts and plays on which she had worked for years, was at the beach with the wreckers. It was re ported that her trunk was among the first recovered. As a result of the wreck a move ment to secure better protection for vessels engaged in the coastwise trade was started here today by Cap tain George Gourley. The matter will be taken up with California con gressmen, to whom a petition signed by residents of Los Angeles, San Francisco and San Diego w ill be pre sented. o DOCTORS IN SESSION IN PORTLAND UNITED TBESS LEASED WIRE. The an nual meeting of the Oregon State Medical association began at the Commercial Club room today for a three-days' session, the greater part of the morning session being divot ed to listening to the president's ad dress by Dr. F. V. VanDyke, of Grants Pass. Several papers are to be read at the afternoon session, among the speakers scheduled being several members of the American Medical Boclety, who are here on a sightseeing trip, following the close of the ciivention of that organiza tion in Los Angeles. TO PREVENT SUBMITTING REFERENDUM With the work of gathering the evidence for both criminal and civil proceedings against the forgers of the University of Oregon referendum petitions completed Judge Slater Is now making preparations to bring civil actions to enjoin the secretary of state from placing the title of the measures on the ballot. The evi dence relating to the criminal pro ceedings has been turned over to the district attorney of Multnomah coun ty and It is now up to him to bring whatever proceedings he considers wise and legal. The civil suits will be Instituted in the course of a few weeks, and Judge Slater is confident of winning them. He gives It as his opinion that there i are enough forgeries on the petitions j referring each of the appropriations I to have them declared invalid and I upon a showing of that kind it will j be incumbent upon the court to issue an injunction restraining the secre tary of state from putting the titles of the bills on the ballot. Parkinson t lie Indicted. There will be no criminal proceed ings brought against H. J. Parkin son, leader of the referendum move ment, according to Judge Slater. While he says wholesale frauds have been unearthed, and Parkinson may perhaps have known of some of them ' he does not desire to make that alle gation and admits that there is no evidence connecting Parkinson with the forgeries.
