President Taft today received an Invitation from Astoria, Oregon, to visit that city during the centennial celebra tion next August of the founding of the town as a trading post by a mem ber of the Aetor family. The presi dent has not yet Indicated whether he will accept. A summer home site on the shores of Lake Pen D'Orellle, In Idaho, has been tendered the president by the town of Moscow. Taft announced some days ago that he would not for sake Beverley, Mass., as his summer residence. President Taft is also considering an invitaatfon received from Gover nor M. E. When the world was young and the common law held supreme reign there was a maxim which forbade an officer from shooting an offender of the law when he had committed an offense less than felony, command ing him, Instead, to overtake and capture him, the law presuming in such cases the officer to be equally as fleet-footed as the escaping vio lator. Now the law of today s,till forbids an officer shooting an offender when the crime committed !s less than a felony, but in this day and age of the Oregon system and automobiles and aeroplanes, the presumption as to the fleetness of an officer no long er prevails, as is evidenced by the passage last evening by Salem's pro gressive and enterprising council of a resolution directing the police com mittee to purchase a motor-cycle for the benefit of the police force. Automobiles Too Fast. The reason advanced for the pur chase of the motor-cycle is that the police force are unable to apprehend automobilists who may violate the speed ordinances. Whenever local parties are involved the officer can take the number of the machine and arrest them at their leisure, but when it comes to visiting automobollsts speeding out of the city at a rate ex ceeding the specified rate In the speed ordinance, the number is of little value, as probably they will not visit the city again for months or for years, and it is neoessary. to appre hend them at the time of the offense.
