ENSANADA MORE SCARED THAN INJURED REBELS STOPPED A STAGE BUT DID OT EVEN TAKE THE HORSES ADMITTED THEY MERE GOING TO ENSENADA OH TIA JCANA.' EXITED TRESS LEASED WIIIE. San Diego, Cal., April 28. Details of the scare at 'Ensenada yesterday over a threatened attack by the in surrectos were received today from passengers aboard the steamer San Diego, which arrived from Ensenada, Lower California, at 7 a. m. The stage tha serves San Quentln from Ensenada was stopped at Guadalupe, 15 miles south of Ensenada, and turned back by the rebels. The rebels said they were en route to either Ensenada or Tla Juana but would not commit them selves definitely. They had all the horses they could use and did not molest the stage horses. As the countryside has been in a state of alarm for some time, noth ing of any value has been sent over land, so the rebels could gain noth ing by capturing the stage. The report brought back to Ensen ada by the stage was the source of Consul Schmucker's information which he telegraphed to Washington yesterday. a man of the strictest integrity of character, a kind father and devoted neighbor and friend. In view of the many complaints made to htm relative to the violation of the present law licensing automo biles, Secretary of State Olcott Is making an investigation of the sub ject, and, if he is able to apprehend the guilty parties, he Intends to pros ecute them to the full extent of the law. ' The present law provides that own ers of automobiles desiring to oper ate them must take out an annual li cense from the secretary 6f state, and pay therefore the sum of '$3. The li censes cover a period of one year and all expire at the same time, no mat ter when issued,' and the fee is the same, whether it be for a Whole year or a fraction thereof. ,; At the last session of the legisla ture a law was passed Increasing the fee, and it goes Into effect in August. Any person purchasing an automo ble now, in order to use It, would have to take out a license under the old law, and then when' the new law goes into effect would have to take out another license, and it is In an effort to evade this double fee that the violations of the law consist. The law passed by the last legisla ture provides that the tags of the au tomobiles shall he yellow In colpr and that the numbers shall be In black. Some manufacturing firm in Portland is now manufacturing these tags, and placing them on tbe market by the wholesale, nd the auto owners are using them wltn the hope of deceiving the lOffloers into the belief that the new law has gone into effect, arid they have a license under It, and thereby evade taking out a license under the old law to cover the brief time intervening before the new goes Into effect. SUSPECT IS ARRESTED IX SAX FRANCISCO UNITED TRESS LEASED WIRE. San Francisco, April 28. By the arrest here- this afternoon of Joseph Raphold, alias Tom Ryan, San Fran cisco police believe they have one of the men who participated . in an as sault on Miss Julia Koebig.at Los Angeles on April 24. When searched at police headquarters a Los Angeles newspaper was found in Raphold's pocket. It had an account of the Koebig crime and gave a description of one of the men wanted, which tallies well with Raphold's appear ance. The Los Angeles officials have been notified. o . DAVENPORT DEAD MADE OREGON' HISTORY T. W. Davenport, whose death is announced today, served the people of Oregon in many public capacities, i from land surveyor to State Land f Agent under the Lord administration. He was state senator and always took an. active part in discussing the public questions of the day. He had rare literary ability and some of his later contributions dealt with the early Indian wars and pro-slavery political history of Oregon. Leo Cramer, president, of the Idaho State Bank, at Hailey, was sentenced to two and one-half years in the pen today. It was said that an appeal would be taken. Chalcraft, who is tem porarily suspended '-pending an in vestigation. Mr. Chalcraft would make no statement to the press but awaits the result of the investigation. Oscar Fox, of Loa Angeles, won a race with death today when he ar-ived here In time to embrace his father James Fox, a wealthy merchant, before the latter relapsed Into unconsciousness. The elder Fox Is believed to be dying from a disease with whlth he was stricken a motn ago. In his lucid mo ments he pleaded that his son hasten to his bedside. ATTORNEY RAPPAPORT ON WAY TO LOS ANGELES Indianapolis, Ind., April 28. Leo Rappaport, counsel for the Interna, tlonal Association of Bridge and Structural Iron Workers of America, started today for Los Angeloa to aid in the defense of Jiobn J. McNamar, secretary of the union, and his broth er, James B. McNamar. Rappaport declared that he did not believe that the trial would begin for many weeks.
