Arthur Hitchman was sentenced to four years In the penitentiary. In view of the fact that he was young Just a little over 16 years of age and that there were extenuating circumstances In the case he was pa roled from the betach. Governor West submitted thte question to the attorney-general and he rendered an opinion yesterday af ternoon that credits for good beha vior do not apply to paroled prison ers, whether it be from the bench or penitentiary, but only to prisoners serving time In the state prison.
