Declaring that the statements of
ex-Supervisor Dllly In a Portland
evening paper are but a rehash of
ancient charges and that the state
board Is entirely satisfied with the
present administration and manage
ment of Dr. Stelner as superintendent
i of the state asylum, both Governor
West and State Treasurer Kay yes
terday stated that the board would
take no action with regard to the
natter.
During the last session of the legis
lature there was a committee ap
pointed to make an Investigation of
the management of the asylum and it
submitted Its report exonerating Dr.
Stelner from any charges made
against him. Since the legislature
saw lit to do this, the board takes
tbe position that It has no right to,
and will not pay any attention to any
charges except those pertaining to
the management since the new board
went Into office. Since that time the
management of the asylum has been
satisfactory to the board.
Stelner Replies.
Dr. Stelner, superintendent of the
Oregon state Insane asylum, on being
asked for a statement In answer to
the charges made by A. C. Dllley, a
discharged employee of the Oregon
state Insane asylum, replied that the
stories told by Mr. Dllley and pub
lished In a Portland paper was sim
ply a re-hash of the charges made
during the legislature, at which
time a legislative committee was ap
pointed to Investigate and report on
said charges, which was done and
which completely exonerated the
management of the institution. I,
therefore, do not feel called upon to
defend myself against statements
made by every discharged employee
who may want to vent his Bpleen
I through a receptive press. As

State Bank Eraminer Wright left
this morning for Stayton, where he
will meet President P. C. Freres and
Cashier W. L. Freres, of the Stayton
State Bank, and also a capitalist of
Portland, and with them make ar
rangements for the opening of the
bank on Monday morning.
Since the collapse of the institu
tion the Freres brothers have been
negotiating with capitalists in Port
land, and yesterday succeeded In
raising the necessary money for the
opening of the bank. They came to
l tha city yesterday afternoon and held
1 a consultation with the bank exam
I Iner, with the -esult that he left for
i Stayton this morning, In order that
no delay might be experienced in
reopening the Institution.

Washington, April 1. At a secret
caucus of the house Democrats here
today Champ Clark was nominated
for speaker without opposition.
Burleson, of Texas, was chairman of
the caucus.
Before the meeting, Chairman Un
derwood, of the new ways and means
committee, announced that the nam.
ing of members of that body would
be the last thing taken up.
The first matter considered was
the election of the house officials.
The caucus proposes to reduce the
number of employes, saving $115,
000 annually.

the Inability to pay the fine Imposed
by Judge Elgin.

the night before. His two compan
ions at noon yesterday rustled the
necessary money to bail him out
$10, and all were happy. Their hap.1
piness was destined to be short, how
ever, as they proceeded to fill up on
laughing water, and then started to
leave town. They had not proceeded
far before complaint was reoelved by
the police that three men had
been in West Salem drunk and dis
orderly. The police immediately'
swooped down upon" them, and they
proved to be Lamble and his two
companions. j

row morning the steamer Makura, of
the CanaidianrAustrallan line will
reach Voctorla, completing the fast
est passage made from the Antipodes,
and beating the record made in 1906
by the turbine liner Maheno by a good
margin. The Makura has among its
passengers Sir Joseph Ward, premier
of New Zealand1; Hon. James Wat
son, of New South Wales, and other
prominent statesmen from Australia,
en route to London to attend the Im
perial conference and the coronation.
The Makura will reach here three
days In advance of her scheduled
time, having completed the run from
Sydney In 19 days and from Brisbane
in 17 days.
