Specifications and plans for the
Improvement of East State street,
from the Mill creek bridge to the
penitentiary grounds, were adopted,
and the city recorder directed to ad
vertise for bids. The same action
was taken regarding the Improve
ment of Mberty street from Court to
North Mill. Doth specifications call

Specifications and plains for the Im
provement of Cottage from Court to
Mill crewk with bltullthlc were also
presented, but referred to the street
committee.
There were two petitions for El

Seventh to the Oregon & California!

Twontleth to Winter street. Both
were referred to the committee on
streets.
Plank sidewalks were ordered In-1
tailed on the west side of the Fair,
Grounds Road, and also on Mission
street.

There is to be a big metling of the
Seventh Ward Improvement League
at Townsend Hall, in South Salem,
this evening, and a number of import
ant matters will come up tor dis
cussion and disposal. The commit
tee having charge of the prize lawn
contest will have a report to make as
well as some other committees, and
a good attendance Is expected as the
residents of South Salem are gener.

The club contributed from their
general fund to help secure the two
free lectures on "Landscape Garden
ing," that were recently given at
the High School building. They al
so took the Initiative in circulating
petitions to secure an extension of

things to spring uton the proper

The unthinking public has taken

for delivery to patrons who might

agitation carried on by the Lord's
Day Alliance of the United States,
with the result that many postofflces
throughout the country have been
cloned on Sundays In response to pe
titions signed by the citizens. Letter
carriers, like all good citizens, enjoy
the opportunity to spend as much
time as possible with their families
and if the Sunday-closing movement
continues to receive the same consid
eration in the future that It has in
tho pnBt year, it will not be long be
fore the men can enjoy a few hours
of extra rest on Sunday mornings,
and at the same time attend church
services and spend tho rest of the
day as good-living citizens should.

Young America and Old Japan met
in conflict on the streets of Salem
yesterday and Young America won
easily.
S. Watanabe proprietor of a Japan
ese cleaning and dyeing establish
ment on Center street, was celebrat
ing a birthday anniversary, and by 3
o'clock in the afternoon his enthusi
asm had reached a high pitch.
Arthur Copplin, an errand boy for
the Chicago Store, was sent on an
errand to the plumbing shop adjoin
ing the Jap's establishment.
Watanabe was anxious to display
his strength and he and young Cop
plin engaged In a friendly tussle on
the sidewalk, each endeavoring to
wrest from the other his grasp upon
a slender bit of wood. Tiring of this
innocent amusement, nnd wishing to
show his superiority In the fistic line
over that of the white boy, Watanbe !
teaBed Copplin to strike him. That
this reqeust was deliberately made by
the Jap is borne out this morning by
several eye witnesses of the affair. 1
"Hit nie right there," said the Jap,
pointing to his nose. "I will dodge
this way and that way," he continued, !

severely tried by the Jap's continuous
teasing to "hit me right there;" the
Yankee hoy hit the Nipponese hit
him right on the tip of the nose.

The Jap was soon bleeding from
the nose, mouth and' ears. Then re
inforcements came to the aid of the
Jap. But the reinforcements did not
care to match their physical prowess
with that of the white boy. They
stooped for rocks. At this Juncture
two white men stepped in with the
admonition, "If you start to use rocks,
we will take a hand in this."
The boy finally secured possession
of his wheel and went on his way.
The police took Watanabe to the sta
tion, but after hearing the facts In
Jhe case, decided that Watanabe was
"looking for something he wanted,
and found It." After advising him to
not tempt nor, tease the white boy
again, the police allowed Watanabe
to return to his shop.
According to the story told by eye
witnesses, the boy was Justified in
striking the Jap, as Copplin had been
sorely tried before he used his fists.
"I would not have stood nearly as
much as Copplin did." said one who
saw the fight. "The boy would have
gone back to the store without both
