Tbe purpose of this law Is to take the fish department put of politics and looking to that end It Is provided that the governor shall appoint four commissioners two of each political party and 'that they In turn shall elejt tbe fifth. This board will then have the power of appointing the master fish warden who has heretofore been appointed by the state board and also the game warden the appoint ment of whom has belonged exclu sively to the governor. There are already a number of candidates for both positions and for the many clerkships; and as soon as the commission is appointed, their applications will be died with it Master Fish Warden Clanton will be a candidate for re-appointment. With 30 delegates responding to the roll-call and with a hundred or more of visiting members in attend ance the state convention of the Royal Neighbors convened here this forenoon at 10 o'clock. This evening more delegates are expected to ar rive from Eastern Oregon, and to morrow the last day of the conven tion, scores of members of the order are expected to arrive from Portland and other towns in western Oregon. The forenoon session was devoted to organizing for the work tj be transacted and the various commit tees were named with instructions to report this afternoon. After the reg ular routine business is transacted at the afternoon session the convention will turn its attention to the selec tion of delegates to the supreme camp which holds a convention at Denver the first week in May. The election of officers will probably not be held until tomorrow. Contest This E renin. This evening will occur an Interact ing content between two of the Port land teams and the team of the loial lodge for a silver cup offered to the winning team by the supervisor nnd deputy of the order. The teams are in excellent condition for the contost and it will be one of the featuros of the convention. The feeling was highest at the meeting of the student body yester day afternoon when the student body adopted resolutions, with a great deal of argument and discussion, stating that the student body as a body placed Itself at fault for the entire holiday on February 22 and that the senior class were no more to blame than any other class of the college. A committee was then appointed to con fer with the president and present the matter in the most diplomatic manner possible to him. The student body then adjourned until 7 o'clock In the evening. The committee re ported that they had conferred with President Homan and reported that he had stated that his action against the members of the senior class was taken because they, as seniors, should, by reason of their seniority, be the first to apologize for an action of the sort which happened on Washington's birthday; and that he was not pre- pared to state what he would do in case they apologized for their action. The report was adopted. A committee was appointed to draw up apologies to President Homan and the faculty on behalf of the student body, to be considered In conjunction with an apology of the senior class, providing they were reinstated, which they had tendered to the president. The board of trustees and Presi dent Homan Immediately took up the i consideration of these apologies and 'about 9:30 returned to the chapel I where R. A. Booth, Dr. McDougal and Mr. McDanlel made short, earnest ad dresses to the student body on obed ience and government. Dr. Homan then offered a few remarks on his method of administration and empha , sized the Justice of It I The affair was very fortunately smoothed over, owing perhaps to the action of the board of trustees and the docility of the students. The seniors had arranged that they would all go over to Pacific Univer sity and complete their school year If matters could not be arranged. "Every one in a city where such an epidemic exists Is nervous. Every one is apprehensive. But it does not amount to a panic. "And you have sees epidemics of la grippe? There have been epi demics in which hardly one inhabi tant of some stricken city has es caped. But people do not regard la grippe seriously. It is unpleasant no more. "Now, suppose a smallpox epldem. Ic, In which every single patient died, most of them within five hours. And suppose this epidemic Is general as the worst imaginable epidemic of la gripped Then you will be imagin ing an epidemic of pneumonic plague "In Manchuria whole villages have been swept away not a survivor left The epidemic will reduce the popu lation, of the country one-third to one-half.
