FInIiIiik Season f loses Tomorrow Tomorrow will witness the closing of the salmon Ashing season on the Columbia and under the law It will remain closed until May 1. The clos ing of the tributaries the Willam ette and Clackamas, under the law Is 15 iays later, but It may be that the board of fish commissioners will ex ercise Its prerogative again and close the stream for the same dates as the Columbia. J. W. Harrltt, one of the pioneer merchants of Salem, has sold his grocery stock on State street to the Roth Grocery company, adjoining his store. Mr. Harrltt has been in the grocery business In this city for 19 years; 13 years under the name of Harrltt & Lawrence on Ferry and Commercial streets, their Interests being sold to Baker, Lawrence & Baker, now owned by Mr. J. M. Law rence. Mr. Harrltt soon tired of In active life, bought the Isaac Steiner store, where he has conducted a very large and profitable buslnebs. The reason for Mr. Harrltt leaving the active field of business Is to give more time to his private enterprises. The Roth Grocery company has for the past 11 years conducted one of the best grocery stores In the Wil lamette Valley. They startod in busi ness when mere boys and by strict economy and thrift they have built up a business which has long out grown Its present quarters. The pres ent plans are, as soon as the Harrltt stock can be disposed of they will re model the store and connect the two stores by a large arch In front and one In the rear will be equipped with modern fixtures such as refrigerator show cases for their delicatessen de partment. ' Modern cases for the equipment of the confectionery de partment, also for up-to-date cases for the pastry department. The fish and meats are all to be kept under glass in modern cases. The Roth Grocery company store will be the one store that will be conducted strictly along sanitary lines. They have a lease for term of years for both stores and are sparing neither money nor labor to give the citizens of Salem a store which will be sec ond to none in the state and filling a long felt want for our city. The Roth Grocery company hare now 15 people on their pay-roll. They operate their own delivery system, consisting of three two-horse wagons and one single horse wagon. Last year they bought a large lot on North 6th street and Belmont, and built a large modern stable for their horses and wagons and an Immense storage room for hay and grain. The stable and barn are equipped with electric lights and city water. The stalls are large and roomy. A large lot Is fenced In and horses not on duty are turned loose to roll and to rest. Sa lem may well be Troud of her enter prising merchants. She has the best dry goods, clothing stores, drug and hardware stores In the state outside of Portland and we are sure that Sa lem will stand by and give Its best support to Its new modern grocery store. ARRANGEMENTS COMPLETED FOR BRANCH ASYLUM 'While the views of State Treasurer Kay and myself were not in accord with the recommendations made by the legislative committee relative to a building site for the Eastern Ore gon asylum, we consider the matter settled and will carry on the work as expeditiously as possible, and give Eastern Oregon the finest Institution possible to be had for the money," said Governor West today when seen In relation to the decision made by him and Mr. Kay with regard to a building site for the asylum after their return today from Pendleton, where they Investigated the site In general. "The tract selected by the old board," continued the governor, "Is equally divided between hill and bot tom land the latter being separated from the former by the O. R. & N. tracks, and the county road. The proposed building site was on a hill, but the present board after an In vestigation decided ' that It was un suitable, and In Its decision was borne out by a special committee ap pointed by the board and a legislative committee. The latter committee, however, reported that the bottom tract afforded a building site and while the views of Mr. Kay and my self are not In- accord with It, we consider the matter settled and will go ahead with tfte work. Must Secure Additional Lund. "We found that In., attempting to locate the buildings !on the bottom tract, as recommended by the legts-j latlve committee, that It did not fur nish the area necessary for them, and the construction ot dikes or levees to protect the buildings and grounds from the high water of the Umatilla river. This will necessitate the ie- , curing of several other small adjoln llng tracts and some of them will have to be got through condemna tion proceedings as In the opinion of the board the owners are asking un reasonable prices. It will also be necessary to purchase additional land In order to acquire necessary water rights." The Harrlman officials, said the governor, have1 offered the services of John Stevens, of the Corvallls & Eastern, tq assist in the construction of the levees and It Is hoped by the board to have everything ready for building operations In 90 days. The buildings will likely be ar ranged In a crescent shape with the administration building in the center and while a decision has not been reached they will likely be construct ed of concrete. o WILL OPEN ANOTHER CONFECTIONERY T. G. Bllgh, the local theatre man, has sold his lease on the building occupied, until a few days ago by the Mascot theaitre, to his son, D. F. Bllgh, and the latter now has a crew of carpenters engaged In remodeling the front and interior preparatory to opening up In It a flrst-class confec tionery store. It Is his Intention to equip the building with a line of handsome fixtures and to carry only a superior line of confectionery, and In every other way mojee It a modern Institution. The son until recently has been as sociated with the father in the thea tre business, but the partnership has now been dissolved, and the father will have the exclusive management of the two shows. Until the new building Is completed the present vau deville will show will continue to conducted at its present quarters, but then will give way to a regular 10 cent picture show, amd the new build ing be used for the vaudeville h.ow. It Is expected' that the new build ing will be ready for occupancy In the course of a month and a half. o Notice of Intention to Establish the Grade of Mill Street from the Cen ter Line of High Street to the Cen ter Line of Commercial Street Notice Is hereby given that the Common Council of the City of Salem Oregon, deems It expedient and pro poses to establish the grade of Mill Street from the center line of High Street to the center line of Commer cial Street within the limits of said city, according to the provisions of a certain ordinance entitled "An Ordi nance establishing the grade of Mill Street from the center line of High Street to the center line ot Commer cial Street." Said ordinance was in troduced In the Common Council of the City of Salem on the 27th day of February, 1911, and was read the first and second times at said meeting and referred to the committee on streets, and said ordinance Is now on file In the office of the recorder of said City of Salem, which said ordinance Is hereby referred to for a more specific and detailed description of said grade, and Is hereby made a part of this notice. This notice Is published for 10 days pursuant to the order of the Common Council of said city, and the date of the first publication thereof is the 28th day of February, 1911.
