The answer was the following statement, and issued by the department of Justice: "The department has made a very complete study ot the proposition and agrees with Mr. Williams on the law, except as to the one point, namely, that there has been an administra tive construction against the propo sition for over 40 years, and the chances are that a -suit will be de feated on that ground."
