St. Nicholas for March has afine illustrated article on George
Washington's narrow escape with his life ten times from Indians,
spies and dangers of war on land and sea. To have gone through
it all and then marry a widow, proves that he was a brave man
after all.
A St. Louis syndicate asks us to put on a contest to send 14
young ladies to Europe. We would like to go to Europe ourselves
and see the remainder of the people over therS who have not yet
been able to get away and come to this country. As for the 14
young ladies, we would like to be excused, and refer that kind of
a game to ex-Mayor George F. Rodgers.
About half the mail a newspaper gets these days is copy sent
out with requests for publication free in our columns. II, is all
franked and is mostly devoted to making appeals for extension of
this department and that, and more appropriations for this and
that commission and so forth. This governing business is grow
ing so fast that there will be on only two classes left after a little
while those on the payrolls and those too poor to pay any taxes
The worst forms of special privilege aristocracy are being built
up in the name of government, hastening socialism, paternalism,
anarchy and revolution. But the people seem to want it, and
t'ive public office to those who stand for it.
The State Tuberculosis Sanitarium, established by the last leg
islature, through the efforts of Dr. Pierce, formerly of this city,
has now 60 patients, mostly men. There is a farmer employed
who will cultivate about 30 acres in garden truck. He will be
able to get but little work out of the patients, as most of them
are very weak. This institution is an experiment on the part
of the state, and the problem is how to keep the cities and coun
ties from committing all kinds of people who belong to Oregon
and those who are weak and coma to Oregon to a state institution
to be maintained by the general taxpayer. But the taxpayer is
easy game.
THE PRINCIPLE OF
It is a mistake to assume that the people of the various coun
ties are going to vote bond issues for good roads, and not know
where the roads are to be built.
The Gill bill provided that thepetitions for a bond election
should state where the money should be expended, and that roads
be built to the principal market places.
That has been struck out of the compromise measure, and the
idea seems to prevail in the new that the people are not to know
where the roads are to be built.
The opponents of the Gill billsay : If we tell the people where
the money is to be spent they will not vote the bonds.
They say: Make it a lottery, hide the real purpose from
them, and they will vote bonds blindly if we treat them like chil
dren. We are very much afraid that the people will vote very few
bond" for the state highway commission to spend on that plan.
It cannot be beaten into the heads of the Portland crowd that
the people are not stuck on the commission plan.
Neither can they be got to realize that the people are not
clamoring for an opportunity to vote bond issues for any pur
pose. But as pretty much all the wisdom in the sUite about good
roads resides in Portland, the people will have to stand for it. ,
EVEN THE PEOPLE
The people's measures that were adopted to abolish fishwheels
and fish traps on the Columbia were all swept away by the pow
erful interests on that river. .
The cannery men' and the commercial interests on the lower
and upper Columbia had very little resptvt for laws enacted by
the people to abolish monopolies.
These laws were repealed andamonded nnd there has never
has been any great uproar among the political demagogues about
the sacredness of the laws of the people.
When the interests are big enough the demagogue sidesteps
and goes away back and sits down, but the interests on the Rogue
river are a different matter.
The law to prohibit catching salmon on the Rogue river and
its tributaries in any way but wth a hook and line was enacted
by the people, and it must be oleyed to the letter.
The canneries and cold storage plants and hatcheries built and
owned and maintained by one man who is now dead can be at
tacked, and the property rendered worthless.
Two years irom now the sports men of Roseburg can initiate
a bill to close the Umpqua and all its tributaries to commercial
fishing.
The Portland Rod and Gun club can initiate a bill to close the
Willamette and the Clnck'tma and all their tributaries.
The theory that the people can do no wrong is on a par with
the old theory of divine rights of kings they could do no wrong
once.
The plain truth is that the rights of the citizen to hook and line
fishing, or angling, should be protected by law.
But the rights of industries and the commercial side of the fish
ing industry also have rights that cannot be destroyed.
If this legislature does not see fit to allow commercial fisheries
on all the salmon streams of the state, it will lay the foundation
for a giiit in the federal courts.
The lower Rogue river properties cannot be destroyed without
a contest in the courts lasting for years, and going to the su
preme court of the United States.
The supreme court of the United States will not uphold the
doctrine that a bill with a misleading. title can be placed before
the peoiJe and voted on to destroy commercial industries with
out compensation.

PROGRESSIVE GRANTS PASS.
The metropolis of Josephine county is coming to the front a3
one of the most beautiful and progressive cities in Oregon.
It is said by all who have seen it that Sixth street is one of
the most beautiful streets found in any citiy on the Pacific coast.
It is three-fourths of a mile long, eighty feet wide between
property lines, has sixteen-foot walks, and is paved with bitu-
't'C.
Most beautiful of all are its cluster lights a modern iron post
with a cluster of Tungsten incandescents every hundred feet.
These lights are not only absolutely in line on each side of the
street, but the cluster lights themselves are on a perfect grade.
Grants Pass is getting two new railroads an electric from the
Welch corporation to Ashland, and an, electric to the caves.
These Josephine county caves are almost as great a natural
wonder as Crater Lake, and are annually attracting more people.
Although a much smaller city than Salem, it has this city put
in the shade for having the most beautiful street in the state.
First-class paving, cluster lights and mountain water are the
watchword of modern city building.
TO BRIDGE
THE NORTH
SANTIAM
Last year a petition was filed by
citizens of Sclo and vicinity, with the
Linn County Court, asking1 that a
wagon bridge be constructed across
the North Santiam, just below the
location of the S. P. It. R. bridge a
short distance North of Shc.Iburn. No
action was taken by the court at
that time but now there Is something
doing. The courts of both counties
have agreed to meet to discuss the
matter, at Shelburn, on the date
above specified.
It Is expected that the courts will
arrive at about 9 a. m., and will Im
mediately proceed to the site of the
proposed bridge, examine location,
estimate distances, etc. It Is sup
posed that by the time they return to
Slielburn, nil will be hungry and the
good cltlzcnB of Slielburn will under
take to fill the vacuum which will,
probably exist in theBtomachs of the
court and others who attend.
It Is desirable that all, or as many
as can attend who are Interested,
shall be present.
The decision of tho two courts may
depend upon the amount of Interest
the people manifest; so it Is policy
for everybody who is Interested to be

Magone, of Clackamas has not In
troduced a bill at this session. Nel
there has he resorted to the expedient
of getting Borne other sucker to In
troduce his bills. Mr. Magone may
not know it, but he is not liable to
become a victim of the recall at the
hands of hlu constituents.
Clyde has made about the best
record at this session. He Is the
Multnomah member who got 1300 In
dividual votes that is 1300 voters
thought enough, of Olydo to single
him out and vote lor him alone out of
about 50 gentlemen who offered their
names on the ballot as would-be
lawmakers. The question Is what
are the politicians going to do with
Clyde, when It is recalled that every
newspaper but the Portland News
fought his eWctlon. Clyde represents
the revolution.
Of course, Johnson, of Marlon, is
Skandlnavlan by name. He Is a de
scendant of John Johnson. The
state labor commissioner Is Ole Pee
Iloff. His middle! name Is not a
name Just an Initial and does not
stand for anything. Mr. Amine is
of French Norman descent. The
Normans conquered England. They
were Scandinavians and In another
1000 years will have Kngland fully
civilized.

term. Ho Is backed by Socialists
throughout the country, who are rais

thorities have power to send him to
Jail for debt.
