Several Important amendments were nade to the bill. ... . . : what the Bill Provides. The bill, as It now stands, provides that the highway board Bhall consist ot three members, who shall be ap jolnted by the governor, and who ihall serve without pay. It also cre ates a road commissioner, and pro tides that he shall be paid a salary nU4000 a year, and allows him clerk hire to the extent of $100 a month. All roads, according to the provisions, ire to be constructed by the county court under the advisory direction or the road commissioner. Fifteen thousand dollars are appropriated to jay the salaries provided for and the expenses of the board and commis- iloner. D'ADTERTISKD PAROLE SYSTEM IS ADOPTED (uiitid rasas uaw wiu. Having reached the conclusion that publicity defeats the object of the parole law, the federal parole board hereafter till keep secret the names of prison ers who win parole, It was learned today. Attorneys Kaiser and Pogue today filed with the clerk of the circuit court a motion asking for the re opening of the case of Dr. E. F. Rog ers, and a large number of other property owners against the city of Salem, and argument upon It is be ing heard by the Judge this afternoon. This suit was Instituted by the property owners for the purpose of having declared void an assessment levied upon their property for the construction of the North Salem sew er. They contend that the ordinance levying the assessment is not drawn In conformity to law and that it Is void because the property will not be directly benefitted by the Installation of the system. It is contended that according to the charter that it must be shown that the property will be directly benefitted by the sewer in order to make the assessment legal. The case was tried some time ago and was takn under advisement by the court. The attorney tor the property owners now desire to file an amend ed complaint and to do so have made motion asking tor a re-opening of the case. The State Federation of Labor has en dorsed senate bill No. 2 in toto.
