After listening to the opinion of
Attorney General Crawford as to the
legality of the notice calling the an
nual tax payers' meeting last week
the school board last night passed
a resolution directing the dork to
certify to the county clerk for tho
levy of four and three-fourths mill
for general school purposes, but de
clined to direct him to certify to the
two and three-fourths mills for the
purchase of a alte In East Salem
and the erection ot a school house
upon It on the ground that, accord
ing to the opinion of the attorney
general, the levy was illegal. All
the mrmbers voted In favor of the
resolution, save Director Lafky, who
fought for the two and three-fourths
mills levy to the last, but ho was
waging a single-handed fight and
he lost.
While thief action ot the board de
feated the movement for a school
house In that portion of the city, It
la but of a temporary character as
the question will come up again at
the first meeting of the board in the
month of January. A resolution
was passed then that the board
would at that meeting take up the
matter of building an addition to
the high school and that with it
would take up the East Salem prop
osition and an effort will be mad)
to have a special election called and
bonds voted for the erection of the
two.
Director Babcock gave It as his
opinion last night that the school?
were more in need of an addition to
the high school than a school house
In East Salem and that the board
should concentrate Its efforts to se
cure It. Director Lafky called at
tention to th fact that the town
had perhaps outgrown Its sentiment
aealnst high schools but that the
common schools were still the most
Dooular and warned the hoard that
should It try to direct Its energies
along Just the line of high schools
and forget the cotrmon schools that
Its measure would go down In de
feat.
According to the opinion of the
attorney general the Illegality of
the levy consisted In a failure to
state In the notice calling the tax
payers meeting the fact that a levy
would be made for the purchase of
a school site, and the erection of a
school house upon It. He main
tained that that fact should have
been specifically set out.

the mayor's expenses, was connected
with a hint that each councilman be
allowed $800 for expenses. That
was a iouh on your part but the
custom has been already established.
At the last session of the council I
was present and a bill was adversely
turned In by Mr. Grecnbaum, the
watch dog. of the treasury. He said
It was not even dated but was for
travelling expenses of a councilman
who went on trips to buy machinery
for the city. It was only $25, and
I was surprlsod at the easy, way It
went through.' No doubt othtr

count of each councilman.

Berlin, Dec. 21. The fraternising
of English, American and French
fleets, with the exclusion of Ger
many's vcasoIs, is said to have caused
bitter feeling on the part of Ger
many's naval beads. The failure-'of
the American fleet on Its European
tour to stop over at Wilhelmshaven,
although it passed within four hours'
sail of that port, is regarded as an
affront by some of Germany's lead
ing naval and military men, and us
the Itinerary ot the fleet was outlined
by President Taft and the heads of
the navy and state department they
are inclined to regard it aa an affair
between nations.
Count Reventlow, an eminent Ger
man naval expert, is one' of the lead
ers In the anti-American faction. The
count baa expressed himself as bit
terly angry at the alleged affront,
and also has taken exception to sev
eral speeches made at publlo enter
tainments to the American fleet n
England by American speakers.
