The regular report Of the game d partmflnt of the state was submitted today to Acting- Governor Bowerman by State Game and Forestry Warden R. O. Stevenson. The report covers the receipts and expenditures of the department, and also contains recom mendations as to the laws, which Mr, Stevenson believes should ba passed at the session of J he coming legisla ture for the protection-'0' th atate's game.. ' , yuita Peer Protected. t Stevenson ' believes that the deer should be better protected, and recommended that a law be passed re ducing the open season by having the close season begin October 1, Instead of November..!, as Is now the case. He. further recommends ' that the number of deer allowed by law to be killed be reduced, and suggests that a limit of three be fixed. Discussing .this subject further, he says that a tw should be passed rel atlve to the bunting of deer with dogs- He says that hunters are prone when exceeding the limit as to the number of deer to be klllol to offer the excuse that the dogs got beyond control, and In this manner many evasions of the law have been made. He suggests that 1 a law was passed making It a misdemeanor for the owner, when his dogs run down too many deer, that It will have a bene flolal effect. ,. - He also believes that a more strlng- nt "law'u'iiotiid1 be passed, as to the killing of elk,-, and suggests ' one which has for Its penalty imprison-; taent."1. . , Need Trout' Hatcheries. He also says that the beavers in the state are becoming over plentiful, and are doing much damage and suggests the removal of the protec tion for these animals for a year. He contends that the present duck limit' is too high 85 for seven con secutive days, and be believes that It should he reduced to 25, and also be lieves that a law should be passed making it unlawful to sell ducks In the open market. ' . So far there has been an open sea' son on the Rogue rivor, and he rec ommends that a law be enacted pro viding for a closed season for trout fishing on this stream. " ' Receipts and Expenditures. The receipts of the department are given as $4422.83 and the expend! tures at $41,47.97, leaving a balance of $274-86. In the gamo protection fund there was a balance on Decern bnr 1, 1900, of $30,352.82, and alnce then there has been received $67,' 849.89 from fines and licenses, mak Ing a total of $98,202.71. The ex penses for service of deputies and the planting of flHh and lieassnts amount d to $43,095, leaving a balance of $65,107.31. There were 286 violations of the game laws, and $10,036 was taken In from flnts alone. ' Ono thousand and five permits to ship game from the state were Issued. Seven hundred and fifteen of them wt-re for Chines, pheasants and 39 for Golden pheasants and 30 for Ore gon quail. The remainder were for ilver, Amherst and Japanese pheas ants and turkey.- But one deer was shipped. THE REPORT Oil SOLDIERS HOME PLACED 0i FILE The biennial report of W. W. Eld er, commandant of the Oregon Sol diers' Home, at Roseburg, was filed this morning with Acting Governor Bowerman. The report covers - the labors of those connected with this institution, its present condition, and also contains recommendations as "to appropriations at the coming legisla tive session. There Is an annual appropriation of $12,000 by the legislature for the home, but at the last session an addi tional " appropriation was made. iCommacdanl Klder says that this ad ditional appropriation will be Neces sary this seoulon, and also inka for an appropriation of $1000 for a com missary building; $600 for the wir ing of the mala bullying and hospital, and $200 for painting the porches or the various buildings. San Francisco, Dec. 14 The rail road of CallfornJi killed 806 per sons and injured 2175 during the year ending June 80, 1910, according to the annual report of the State Railroad Commission, made public to day. Five less were killed doting tbe fiscal year 1908-1909, but nearly 400 more maimed. The report contains 435 typewritten pages, and is one of the most complete ever submitted by the commission.
