That the election is over and, the business of the country is gradually getting on its feet. That Teddy was wit down upon in his mad career to enter up on political job lor eternity. That the Socialists and Trohibitionists 'are yet with us to point our politics upwards. That there are men who are willing to concern themselves. with a mesa like city politics. That the people had sense enough to sit down on 23 out of the SI measures proposed at the election. That Salem has paved the principal streets, has a hotel and prospects of getting water. That the prices of turkey and goose are not absolutely pro hibitive for millionaires. Thankful that we are permitted to live, move and have our be ing In a free country. ' . has, and must have it in order t5 grow and become desirable for rr-sidence. m . In the same way the Salera mountain water system can be made to serve Albany, Jelfcrson, Turner, Stayton, Aumsvill an J Sublimity. A first-class set of men who have the public confidence and the executive ability to cany out a project are the kind eei?J. A board of five is too large, and will, in time, be cut down and taken entirely out of politics, and made responsible to the people. These are simple proposictrus an i in time will be recognized. BATTLES ' FOR LIFE if! BRAZILIAN WARSHP A WORD FOR MANUAL TRAINING. preliminary steps to- teaching wood- Salem public schools have taken, a few ward establishing manual training. There are a few hours in the week given to work, needlework and drawing. This work should be minimized, but should be extended next year to include metal work. Work in clay materials and concrete is of more importance than abstract geometry and physics. Artistic needlework for girls h where they learn the value of fabrics and economy of construction. What use for generations of young women to grow up without knowing how to darn socks or mend pants? All those advertisements for "hole-proof" hosiery will not close the big holes in their pursos. Our public schools must be reconstructed to conserve the real needs of society, and those needs are economic. There is more salvation for the family institution in good domestic science than in all the hired revivalists in the world. The people must work out their own salvation with fear and trembling. o ELLA SHOULD VSIT SALEM. Ella Wheeler Wilcox should not pass the Capital City by on her tour among her faithful admirers in Oregon. She is detained by friends at Medford for a few days. Her poems of passion and otherwise are known by heart by many of our people, and have even been quoted at sessions of tho Salem city council when things got redhot. Our people would meet her with a brass band and a delegation of the Woman's Club would escort her to our beautiful Carnegie library and take her for a walk through the sunken gardens. A dinner could be given the sweet singer at the new Hotel Marion, and we could have a poem written in her honor at The Capital Journal poetic headquarters. Hy all moans some attention should be shown the sweet singer of America, our country's only living poetess of national fame, who lias condescended to tarry in the Webfoot state. o DECORATE FOR THE DEVELOPMENT CONGRESS. The Capital Journal offers two prizes for the best dressed show windj during the Devel' pnient Congress. That congress assembles in Salem Monday, Tuesday and Wed nesday of next week, and will bring prominent men here. The principal business streeU of the city should be made re splendent with show windows, gay by day and brilliant at night. Many of the Salem merchant. have now the most beautiful show windows in the Willamette valley, and some as fine as in Portland. The men who dress these windows are artists in their line pnt jtre going to be in evidence with some of their finest work next Monday. The Capital Journal cash prises are not large, but the award Avill be made absolutely upon merit and by a committee. The successful window displays will be given a free write-up by The Capital Journal, and in that way will be made prominent. The display should be ready and the award can be made pub lic on Monday evening or Tuesday, as soon as the committee can act. This scheme of decoration will add a great deal to the appear ance of the city, and will help advertise Salem to the world. FOR THE WATER BOARD. It is hoped that the cor., mi a e to whom was referred the se ll v t ion of the four members i-f the water board will act on broad lii.es. Whether their recommeutions ar endorsed by tha City Council next Monday night or not is not of much consequence-. But the choosing of a Kovl of Public Works that will five this city mountain water wit'un a hundred yean is the qaotion. It Is only 23 miles to g.vd mountain water at Mehanu, and only 40 miies to the Bre't'-nLiu-h. and there is good water atlll nearer. Only meager reports of the out break were obtainable. The Braiil ian legation here announced that the mu.lny resulted from a dispute over th wages of the sailors. In the absence of any confirmation of the reports that the guns of the Minaa Geraes had been trained on the city of Rio Janeiro, merchants here who have In'.eretts In Braxll. and the cotTee exchange here are In clined to doubt their veracity. Reuters Agency posted a bulletin today that the mutiny was confined to the warship, and this was con firmed by the Braiilian minister.
