' K : ; 'U? . . i - at . .I, ..iii.iiniin. i. .I .i Here Is a story of how Alderman Lacbmund got busy r. one of the council meetings lout July ns told In - the local paper at the time under the head lines: "City lathers get busy on bridge contracts, gates, speed and spuds Councilman Lachmund thinks there Bhould be gates at the railroad crossings also objected to the responsibility for bridge con tracts being saddled on committee, and thought all should take a hand." Save for a little wrangling when Councilman Lachmund sought to arouse the ordinance committee from a repose of several weeks, and learn from it as to whether It had pursued the Instructions of the coun cil in the preparation of an ordi nance for the Installation of gate by the railroad companies at their crossings In the city; and save for a balk on the part of Councilman Lachmund when Acting Mayor Stoltt wanted to delegate to the committee on bridges, the city engineer, and himself, the power to award the con tract for the construction of a bridge on Capital street between Union and D streets, and a dry dls cusBion with relation to the Im provement of Front street, the city council last evening devoted Itself to routine work, and conducted Itself In a routine manner. Gates, Speed and rotators. The wrangle referred to came af ter an ordinance amending -a prior ordinance with relation to the speed of railway cars in the city had been voted upon and lost. The ordinance was tip for Its third readlngand ori ginally provided that trains should not exceed a speed limit of 12, milos an hour. In view of the fact that the franchise of the Portland Rail way Light & Power company, pro vided that It might run at a speed of 15 miles an hour an amendment to this effect was submitted, and while It was adopted, the ordlnanca when It came up for the third read ing was lost. After the vote Councilman Lach mund arose at his desk and remind ed the council that when It abolished the bell signals at railroad crossings that the council "directed the ordi nance committee to prepare an ordi nance directing the railroad com panies to Install gates, and he want ed to know what the committee had done in relation to the matter. "Tonight's ordinance Is an effort along that line," replied Acting Mayor Stolz. "This ordinance deals with speed," retorted Councilman Lachmund "What has speed to do with gates? You might as well say that It has brought In an ordinance on potatoes or some other agricultural product." This brought Councilman El drldge, chairman of the ordinance committee to his feet with the ex planation that he was absent when the subject was referred, but after all that did not matter, he said, as each Individual had a right to Intro duce ordinances, and the one Intro duced on speed was his, and then he moved to reconsider the ordi nance which had been lost. It took a rising vote to reconsider It, and then It was reconsidered no longer than necessary to refer It to the light committee, and the council proceeded with Its work. "Let Va All Take a Hand." Counclman Lachmund balked when Acting Mayor Stolts wanted o delegate the contracting power for the Capital street bridge to the PERCY R. KELLY Of Albany, Oregon. Republican nominee as one of the two Circuit Judges to be elected No vember 8, 1910, Is 40 years old, has resided In Albany, Oregon, 33 years, Is a graduate of Albany College, has practiced law more than 18 years, served as State Senator from Linn county In the session of 1898, 1899 and 1901. was chairman of the Judi ciary Committee during the session of 1901, and Is at this time City Attor ney, of Albany, Oregon. All voters should remember that there are two Circuit Judges to be elected In the Third Judicial district Vote for two. (Paid advertisement.) bridge committee, the city engineer and himself. C. F. Royal had bid $4,610 for the construction of thi bridge under certain conditions: made a cheaper bid under other con ditions, and the Owl Construction company, 14,492.91. Acting Mayor Stoltz thought it advisable to give the bridge committee, the city engi neer, and himself power to act, and somebody took the cue and made a motion to that effect and that opened the subject of discussion and Lach mund obtained 'the floor. "I object, he said, "and I mo,ve as an amendment that this commit tee report back to the council when it'ls through Investigating. I un derstand one bid Is 25 per cent In excess of the estimated cost by the engineer; the other 20 per cent and I believe In handling this matter In the open. Let us all take a hand In the awardment of this contract, and let us not place so much responsibil ity on this committee." A vote disclosed the remainder ot the couno'l to be in harmony with Mr. Lachmund. and the motion as hmended was carried. Will Investigate Improvi-niPiit. The dry discussion came when tho city engineer reported that the con tractor had completed his work in the Improvement of Front street and recommended that the contractor be paid the full contract price.- Lach mund contended that the work was not In accordance with speclOcat'ons, Several other councilmen and the act I nil mayor dipped In with a few words which commenced nowhere and ended at the same place. It finally ended by the appointment of a committee consisting of Council man Lachmund, Eldrldge and Man ning to make an Investigation. Kane Spltzenbergs, "A" class apple, and Den Davis and inferior va rieties were hardest hit, "A" being dropped a quarter of a dollar. ' OR MULTNOMAH In all probability the University of Oregon will play Willamette here on the 8th of November .next Tuesday. The 8th Is arso election day, and a large crowd Is expected. In case Dr. Sweetland falls to get U. of O. here, he will have Multnomah or the Cath olic Young Men's Club, so a good game Is promised. U. of O. has a game with O. A. C. on the 12th, and It only gives them four days between games, should they play here on the 8th. Oregon has a large number of men, and they do not expect a very hard game with Willamette, so they can easily afford to play. An easy game Is not expected by the locals. They are ready for a hard game, but think they have as fair chance of winning as Oregon. The Willamette second team Is go ing to Newberg Saturday, and will en gage with Paciac College.
