The refusal followed efforts of Republican state leaders to Induce tbe former presldont to Issue such a statement, to be used as a cam palgn document to help In the cause of Henry L. Stlnson, candidate for governor of New York. The leaders declared that the announcement would demonstrate to the voters that Roosevelt's Interest In tbe political situation waa wholly unselfish, and that It would strengthen the cause of Stlmaon. The colonel listened to what the etate leaders had to say and then refused to comply with their request. He said that he was cuuflitont that fill maun would win, and Intimated that his "personal plans could not af fect the lasuo. Washington, Oct. 31. Within the next two or three weeks F. S. Hol brook, aslstant physicist of the United States bureau of standards, will. It Is announced today, visit Seattle, Taco ma, Olympla, Spokane and possibly other coaBt cities, to get a line upon the extent to which short weight scales and short measures are being used by the grocers and provision dealers of those cities. . Similar in vestigations have been conducted by the bureau In tbe cities of the East, with rather, startling results. The bureau of standards, acting un der a special appropriation made by congress, is endeavoring to learn to what extent the people of large cities are being defrauded by their dealers,! especially dealers In the necessities or life. The government Is powerless to prosecute dealers or defrauding their customers by giving them un derweight, for thU Is the function which belongs to the states. But by learning something of the extent to which the public Is being "buncoed" the government hopes to awaken a sentiment which will lead to renewed actlvltly on the part of tbe state and municipal authorities, who are sup posed to suppress this fraud.
