Tho situntion in Nicaragua has
been a source of considerable annoy
ance to tho federal authorities horc
over sinco Knox wrote a note to tho
former ropdcsentatlvo of tho NIcar
aguan republic, declaring that ho
would hold each faction in tho re
public responsible for its actions.
Sinco then Zelnya fled from his coun
try tind Dr. Madrlz was chosen by
the NIcaraguan congress to succeed
him. Estrada claimed that tho east
orn half of tho republic was without
representation in congress and that
tho election was Illegal. His faction
contends that tho Madrlz faction is
not ono of thoso referred to in tho
Knox note, nnd that, therefore, tho
Estrada government is now the only
government recognized by tho Uni
ted States.
Both sides havo made efforts be
fore to got a ruling from tho state
department, but tho secretary has
so far never made any indication of
tho position of tho United tates in
tho matter, and since tho first with
drawal of gunboats from Greytown
and Bluefiolds tho matter has been
loft without official settlement.
Federal authorities here have had
dealings with tho representatives of
both governments. Every ship that
hns sailed for NIcaraguan points has
caused a dispute. The representa
tives of one faction havo refused to
sign manifests for each cargo and
each ship has sailed under protest
from tho government eithor of Es
trada or Madrlz.
The authorities horo aro glad of
the opportunity to get a deflnlto rul
ing from Washington as to the stand
ing of tho governments.

FAULTS OP THE PRESS.
In their recent discussion of tho
faults of tho daily papors the mem
bers of tho Pacific Coast Woman's
Press association Instanced the pub
lication of divorce and criminal nows.
This, says the San Francisco
Chronicle, is a subject long In con
troversy, and somo years ago an ef
fort was made at Topeka, Kansas,
by tho Itov. C. M. Sheldon, who was
given charge for a week of a leading
paper of that city, to demonstrate
that a dally newspaper could omit
all such information from Its col
umns and still satisfy its readers.
Tho result, oven in hide-bound Kan
sas, was unfavorable.
Mr. Sheldon did his best, assisted
by a capable staff, and the result
was not a newspaper, but a literary
curio. Topeka enjoyed the novelty
for a few days, but tho demand was
Insistent for tho nows; and the pub
lishers in taking back control did
not have reason to believe that a
single ono of Mr. Sheldon's innova
tions would pay to continue. People
wanted to know when folks were di
vorced nnd when crime was commit
ted, not all of them, by any means,
because of prurient motives.
In such matters ono has to credit
somo wholesome precautionary In
stincts among readers, as well as a
settled conviction among those so
c'ologlcally inclined, that tho los3
publicity thore is for such things
the moro divorces and the more
crimes will occur.

wh'ch misled tho reader as to tho
meaning of tho text or are written
to be only plcturosquo or dramatic.

may preservo typographical unity,

bvorruns, leaving the writer to take
the next best. And there Is always
hurry.
It Is far easier for a critic, with
unllmitod words at call, to point out
tho deficiencies of headlines than It
Is for a writer who can only get a
few words Into a given space and
must do it speed'ly, to cure thorn,
lie is usually fortunate if undor such
a handicap ho can bo oxnet.
