Albany, the Hub of the Wlllamet'e valley, is ftghtlag the battle of an opes river. Three years ago the Willamette Valley Opes River Association whs formed at Albany. A bill was iatroudced in tbe legislature to have the state bay. bulk! and operate free locks. Congressman Hawley took up the battle and said congress should join in the expense and that was dene. The bill was reduced to $300,009 and made conditional oa congress appropriating a like amount. The time lapsed for congress to act. aad the last legislature extended the bill to 1912. Now it is up to congress to act, and the senate committee oa Com merce has favorably reported the bill. There seems little doubt that Senators Chamberlain aad Bourne cas get the bill through the senate. It will be up to Congressman Hawley to carry out his own proposi tion and make good in the lower house for Free Locks and Canal.
