The Capital Journal was in hopes that it could announce
a jtrpet car service extension to the south to.day.
jjtseems there is only one obstacle in the" way: a new pre
cedent. A conference with President Josselyn showed that official

tablish, a bad precedent just now.
His company is trying to get rid of some lines that extend
beyond Portland city limits, .
He says there could be no possible objection to serving the
people south of the city but for the bad precedent.

will have to do it elsewhere,
The supreme court has just held they must do that in the
Milwaukie case.
The carline company fears to concede that extension in
behalf of South Salem,
Under the supreme court decision they could be compelled
to make unlimited extensions at 5-cent fare.
There is nothing for the Salem Heights people to do but
to come Into the city,
WHY NOT WORK FOR HARMONY ?

publicans, who nro not republicans at all, but only temporizers
and tlmo-sorvors, sllvorltes nnd populists Thoro will bo an
end of this juggle.
The Capital Journal does not pose as the judge of any
man's republicanism ,
It has always supported men of character and standing in
the republican party.
When a few years ago a goldbug Cleveland democrat
was proposed for republican governor of Oregon it supported
a people democrat for governor,
Republicans all through the state revolted at the machino
forcing an ex-democrat on tho republican ticket and voted
for Chamberlain.
In the last state election the old 'machine element voted
openly for Chamberlain for United States senator, expect
ing members of the legislature to violate the pledges made
to their constituents ,
Neither the republicans nor the legislature would stand
for such a proposition and Chamberlan became U, S, sena
tor through the open and notorious refusal of republicans to
support Cake.
This was carried so far that in tho fourth ward of this city
over eighty such repubicans voted for Chamberlain and
scratched off the names of three republican candidates
tho legislature who had signed the statement to vote foi
people's choice,
Now coming right down to cases why drive any man out
of tie republican party because lie stands for fundamental
reform principles?
Why hold an assembly to forestall the action of the voters
at the primary eloction and threaten in advance to not sup
port the regular republican primary nominees?
Why do the men who have done all in their power in the
past to divide the republican party and make it a mere close
corporation to register the will of some boss again propose
to run men out of the party?
Did not a republican legislature submit the reform meas
ures to the people?
Did, not a republican platform endorse the direct primary
law, direct olection of senators, and direct legislation?
At best or at worst the Portland machno never did sup
port men who wero not its trucculont tools and playthings,
Give us a little republicanism for the people who do the
voting,
Tho Capital Journal does not pose ns a steering committee
for any political machine
It has no briof fo rtho defunct political machine that has
played into the hands of tho democratic party; the republi
can Tammany organzation.

WHY NOT HAVE A PEOPLE'S ASSEMBLY ?
Why would it not be possible to have a republican assem
bly in the interest of the people? Why select a few men in
each county to act for the people?
The. Capital Journal is inclined to think (perhaps foolish
ly) that the people are good enough for the republican party
to pay a little attention to, instead of making it a party solely
for pollticans,
Such an assembly could declare in favor of the direct pri
mary law, direct election of senators, and direct legislation,
repeatedly avowed principles in republican platforms.
The republican party in many states from Maine to Cai
fornia has enacted those prnciples into laws,
Why should republicans oppose these popular reforms in
Oregon?

Tho coldest night of tho season
boforo was Saturday when 21 de
grees above as tho mark, and all day
yesterday the mercury raised only
two degrees, in spite of the continual
sunshine. A cold wind from tho north
played a largo part in the weather
yesterday toward keeping the warmth
away, as it was an icy blast coming
from the cold rogions in tho vicinity
of Portland and Washington cities.
According to the forecast of the
weather men, both in this city and
in Portlnnd, tho present cold snap is
going to contlnuo for a few days yet,
but this morning these predictions
were on tho verge of being reversed,
by a southeast wind and probably
warm winds.
