late, It seems very likely that the
Taft legislative program, with its
radical recommendations for corpor
ation control, is likely to meet a
sharp and troublesome snag beforo
1t reaches tho statute books of the
nation.
The Taft program as outlined in
the president's speeches is about as
radical a proposition as the legis
lators of these United States havo
tackled in some time particularly
that proposition for amending the
Interstate commerce act to secure
closer federal control of the rail
roads. Tho radical portions of the
president's program will meet trou
ble where most radical portions of
the president's program will meet
trouble where most radical propo
sitions aro lost, strayed, or stolen
in tho senate.
It is whispered about Washington
just now that the reason for the
omission of so many of the Taft
propositions from tho annual mes
sage to congress was tho inability
of the executive to line up that au
sust body in favor of the proposed
measures. Murmurs aro also heard
that Mr. Taft is now doing his
frantic best to whip tho worthy leg
islators into lino for his pet pro
jects and, be it understood, is not
meeting with unqualified success.
-Regulars and insurgents alike aro
coming in for tho executive admon
ition's, and Democrats are not en
tirely disregarded.

from tho White house, in this con

While the president is endeavor
ing to organize a working majority
In congress in support of his meas
ures, Nelson W. is quite generally
understood to be working among
his colleagues in favor of a do-nothing
session. And Nelson is some
worker. It has been mentioned,
perhaps by prejudiced persons, that
tho unqualified endorsement, in the
Taft annual message, of Senator Al
drich's pet aversion, the postal sav
ings bank measure, may account for
that statesman's anti-administration
activity.
Nelson W. is a superb organizer,
and it is expected that he "will bo
able to gather together real opposi
tion to the Taft measures, if he so
desires. That would cause no end
of trouble to the administration, and
might force the president into an
agreement with tho progressive Re
publicans and the Democrats who
are almost unanimously in favor, of
the proposed corporation control
measures.
Tho Department of Agriculture is
doing a little muck-raking of its
own on tho quiet up at the port of
Now York, with tho- object of un
covoring the cussedness in Smyrna
figs.
A corps of experts has been sent
by the department to make extended
microscopic and bacteriological In
vestigation of fig cargoes entering
that port.
Secretary Wilson has kept a wea
ther eye on this business for some
time, assisted by tho State Depart
ment. Tho latter has directed the
American consul at Smyrna to in
vestigate packing conditions in tho

the unsanitary conditions aboard
ship. It is pointed out that moro
trouble develops in the layer figs,
wh'ch. aro securely boxed. More
over, worms appear insido tho fruit,
so that It seems probable that they
were present, though in small quan
tities, when tho figs left Smyrna and
naturally increased enroute.
Tho consul at Smyrna has recom
mended the rejection of tho cheap
er "natural packed" class of figs
wh'ch aro tho remnants of packing
houses and with which littlo caro is
taken, the fruit being cast looso Into
boxes or baskets.
Greatcare is being taken at Now
York to keep out all uncleanly figs
and after the findings of tho experts
have been considered it is probable
steps will bo taken looking toward
tho improvement of conditions in
Smyrna.

& Navigation company's lino will bo
in actual and regular operation by
tho end of this month. This an
nouncement has beon made ofllcinlly
by President E. E. Lytic. This is
considerably moro than one-third of
tho mileage of tho road, which is to
bo 90 miles long. Seventeen miles
will bo operated at this end from
Hillsboro to a station not yet named,
just beyond Buxton, the other
eleven miles being at the Tillamook
end of the road.
Thirty-throe miles of the road aro
completed and 100 men aro working
on 27 miles. This construction is
about 40 per cent completed,
