HAPPENINGS ON THE ROAD TO THE BURNS COUNTRY
Harney County, July 1, 1909,

conducted here for many years,
We reached Drewsey at 3 p, m, July 1, and at 3:30 drove
out to get over the Stinking Water range into the Harney valley,
.staying at the Buchanan madhouse, about thirty miles out of
'Burns, I had had no sleep for forty-eight hours but what I
could snatch on the buckboard on a mountain road and hit
the hay with a dull thud, Tho Stinking Water valley is about
3600 feet above tho sea level, The fossil Indications are that
this is an oil country, Like the farmer's cow dog, it ought

he is confident Malheur and Harney will one day become one
of tho greatost oil fields in the United States, An oil well is

proposition, float the bonds, organize the Boise and Owyhee
Construction Company to build the reservoirs and ditches, or
ganize the Farmers' Owyhee Irrigation Company, which holds
a $50 share of stock for each acre of land put under a per
petual water right of one foot per acre, This perpetual water
right is subject to an annual maintenance charge, The $50
an acre is the total cost of putting in the irrigation system and
is divded into thirteen payments, $2,00 an acre down, $2,00
an acre when water goes on, The rest In annual payments

oorns, like the Brogan project on the Willows, But ho is taking
land worth $10 air acre and making it worth $300, Many
pretty Irrigated patches of land whore two to four hundred
acres of land aro ho ding a water right that Irrigates ono o.
two hundred acres will somo day becomo reservoirs and supply
water for ten thousand acres with irrigation, In place of one
man holding a croek and watershed tor his own little ranch,
his place will be bought up for a reservoir, a dam built twenty
feet high across the neck of the valley, enough melting snow
and waste waters held up to irrigate ten or twenty thousand
acres, There are places around the Harney Valley for hun
dreds of such minor projects that smaller private capital can
construct, I am not speaking now of corporations like the
Trowbrldge-Nlvers Company, that has put in 1 69 projects and
will come when the labors of Tom Richardson and his associa
tion will be more fully appreciated than at present,
One of the first big, cold, hard chunks of frozen fact o i
hits about irrigation enterprises is that private capilal can put
water onto land for about half what it costs Undo Sam to
do it, The eight-hour law is in effect, and unless, circum
vented by technicalities Is a tremendous obstacle to goveT
ment projects, doubling the cost of engineering; and every step
of progress, The officials take advantage of it and there -o
such swarms of them that appropriations melt away and ':e
