Tho normal school question before the legislature is nar
rowed down to the bill of Senator Smith of Marion county
for one school, or tho McCue bill for three;
Tho ono largo central school is a beautiful theory but it has
no educational value,
Ono central normal school means to abandon the three
schools tho state already has, with property, buildings and
equipment WORTH A QUARTER OF A MILLION DOLLARS.
It moans to spend as much more three times as much as
It takes to run the throe schools at present, or a state debit
of a half million,
Tho best authorities agree that small normal schools with
not over 300 students produce THE BEST RESULTS FROM
A PEDAGOGIC STANDPOINT.
In such normal schools all students come in personal con
tact with the faculty and get experience in tho training de
partment impossible in largor schools,
THERE IS NOT A SINGLE SOUND ARGUMENT Nl FAVOR
OF ONE LARGE CENTRAL STATE NORMAL SCHOOL.
It Is a systom that other statos are trying to get away
from,

geographically located TO ACCOMMODATE THE LARGEST
NUMBER OF PUPILS.

TEACHERS FOR THE PUBLIC SCHOOLS.

IT BASES SALARIES ON POPULATION ALONE WHICH IS
NOT RIGHT.
A county with 10,000 people may have only one-fourth
the area of another county of the same population,
We believe the bill would be better if it fixed the salary
of each county judge and the per diem of the commission
ers and allowed tho county commissioners' court of each
county to FIX THE SALARIES OF ALL THE OTHER COUNTY
OFFICIALS AND THEIR DEPUTIES, SUBJECT TO A COUNTY
REFERENDUM.
That has been the general practice of nearly all the best
governed states in the Union.
Tho great differences in population area climate, geog
raphy and topography of the d fferont counties, makes it al
most IMPOSSIBLE TO DEAL WITH THIS PROBLEM BY A
BLANKET BILL.
Hence, the more we can leave to the people of the several
counties the adjustment of these differences, the more satis
factory would be the result,
