MIE QUESTION OP BENEFICIAL
USE OF LAND.
It Is tho basis of all Irrigation and
reclamation work that tho buucllclul
ubo of water confers itho only tlt'o
or right to tako tho water as prop
erty. This prlnclplo outers Into tho laud
policies of tho government whon It
allows railroads to TAKE LANDS
FOR THEIR USE UNDER THE
POWER OF EMINENT DOMAIN.
Now comes Win. Ilanloy, of Mal
heur county and advocates tho ben
eficial uso of land as tho onl proper
tnsls for title.
Mr. Hanloy Is one of tho largest
operators of ranches In the stato and
takes n remarkably PROGRESSIVE
VIEW OF LAND OWNERSHIP.
Ho says ho would llko to see the
plau tried of having land titles bused
on bonollclal uso of tho land. Ho
ays if peoploHADTO MAKE LAND
PRODUCE SO.MET1I1NG in order to
hold it, thoro would bo moro pro
ducts coming out of Eastern Oregon
than ton railroads could handlo.
IHr. idea would bo worth trying.
If tho beneficial ubo of wntor alone
justifies tltlo to water, Will' NOT
APPLY THE SAME PRINCIPLE TO
1AM)?
A man has no right to tako run
ning wntor to wasto It, nor to dam
It up and keep others from using It.
What right hns a man to monopo
llro land and hold for speculation
AND KEEP OTHERS FROM USINGJ
IT?
Of courso, in a stato whoro thoro-
is so much land as in Orogon this
question of tho bonollclal uoo of land
Is a romoto ono.
Thoro aro not pooplo enough to
uec tho land, and HENCE IT IS SO
LARGELY HELD UNUSED.
If title woro predicated upon us)
upon production, a great deal oi
land would becomo productlvo that
Is now hold In idloncBs.
It Is posolblo that Mr. Hnnloy'
Moa might MAKE THIS STATU
MORE PRODUCTIVE THAN IT NOW
IS.
Tho problom would bo how to
chango tho prosont system of tltlos
into n system whoro uso for produc
tion would dotormlno tltlo.
