SINKING FUND ORDINANCE
CONTAINS A COMMISSION
The sinking fund ordinance that
came very near slipping through
tho city council last night contains u
commission of three freeholders to
ho named by tho mayor who are to
receive and handle the annually col
lected laves for wiping out tho city
debt, anil who are to have power to
re-invest such funds in bonds and se
curities, and who would thus have
control liver large sums of money
without bond or Interest. Tho ordi
nance was at the last moment re
ferred to the ordinance committee,
and will Ik up for limit passage to
night. The tight for the bill may
reveal what is back of it. The sink
ing fund should he payable to the
city treasurer who is under bonds,
with instructions to j,ay olf any bond
that can he paid, or deposit the mon
ey in some safe bank as city deposi
tory that will pay the city tho beat
Interest for tho use of any money in
that fund for (10 days or over.

The city council last night al
lowed a mere newspaper reporter
who tloes not own n cent of property
in tho city to dictate amendments
to a franchise for the largest, most
progressive and most public-spjiited
corporation that has ever operated in
tills city. That corporation lias ex
pended $1515,000 In tills city the
past year and improved every branch
of its public service. Tho reporter
may bo gone tomorrow but the rest
of us will bo here to build up the
Capital City. That corporation In
vested about $115,000 in its gas
plant which is not yet on a paying
basis, and which it is offering for
sale. That corporation lias just of
fered to Improve its Fair Grounds
line and bring it up-to-date ami
double Its capacity for handling the
people. Against men like Frank
(irilfitli, John McXary and Manager
Page the council has again amended
the frauchlso in a manner to dis
credit a progressiva city. Yet tills
corporation mid others are expeetetl
to come hero and spend their money
in making this a city tit to be the
capital of a great stato. The Capi
tal Journal is not afraid to say that
nueh policies are nor progressive.

Fred Fogol, of Mount Angel against
City Marshal Anton Pooppln, of
Mount Angol, alleging false arrest,
was lllod In tho circuit court today
by attorneys Carson &. Drown for
Pooppln. Tho complaint which Fo
gel filed against tho city marshal
Btatod that ho (Fogol) was conlluod
in tho city Jail of Mount Angel for
a porlod of 28 hours without reason
able, cuuho and asks tho court to de
cree him dnmugos in tho sum of
$2500.

alleges that aftor bolng Informed by
Michael Ackormau, a resident of
Mount Angol to the efToct that Fo

mado threats against him and his
